Obce mají dle zákona o podpoře sportu vymezené úkoly a povinnosti, které mají plnit, a tím podporovat a rozvíjet sportovní aktivity v obci. Teoretická část práce se věnuje úloze obcí při financování a rozvoji sportu (zákony, dotační politika, zřizování a údržba sportovišť, plán rozvoje sportu, atp.). According to the Act on Sports Support, municipalities have defined tasks and obligations that they are supposed to fulfill, thereby supporting and developing sports activities in the municipality.
