Position of the Czech Republic within Creation of the EU' s regulation on Gas Supply Security

Abstract:

Tato bakalářská práce pojednává o tématu zvyšování energetické bezpečnosti Evropské unie v oblasti zemního plynu, a to v kontextu tvorby Nařízení Evropského parlamentu a Rady o opatřeních na zabezpečení dodávek zemního plynu a o zrušení směrnice 2004/67/ES. V úvodních kapitolách práce autorka shrnuje argumenty, proč je nutné zabývat se bezpečností dodávek zemního plynu na úrovni EU a vytvářet v tomto směru novou legislativu. Dále jsou analyzovány záměry Evropské komise jakožto tvůrce návrhu Nařízení, popsán je postup při spoluvytváření oficiálního postoje české strany na základě interakce Ministerstva průmyslu a obchodu ČR s majoritní plynárenskou společností na českém území a rozebrána jsou i východiska dalších unijních zemí. Další část práce se zaměřuje na charakterizaci vyjednávacího procesu o návrhu Nařízení. Na závěr jsou na bázi komparace zdůrazněny zásadní rozdíly mezi schváleným zněním Nařízení a jeho prvotním návrhem, rovněž tak je zodpovězena hlavní otázka, zda se české straně podařilo obhájit svoji pozici.

Abstract:

This bachelor's work deals with the advancement of the European Union's energy security policy concerning natural gas, specifically in the context of setting the Regulation of the European Parliament and of the Council concerning measures to safeguard security of gas supply and repealing Council Directive 2004/67/EC. First several chapters are devoted to different reasons why it is necessary to handle security of gas supply and why to create new legislation at the European Union's level. Subsequently, intentions of the European Commission as the originator of the Regulation's proposal are analyzed, co-formulation procedure of the official Czech position in terms of interaction between the Ministry of Industry and Trade and a majority gas company in the Czech territory is described, also other EU member states' data are explicated. Next part of the work is concentrated on characterization of the Regulation proposal negotiations. Lastly, main differences between the approved version of the Regulation and the initial proposal are pointed out on the basis of comparison, the principal question whether the Czech Republic succeeded in defending its position is answered as well.
