Civil Protection and Crisis Management Solution in Municipality of Raduň

Abstract:

Diplomová práce zpracovává problematiku řešení civilní ochrany a krizového řízení v obci Raduň. Práce zpočátku seznamuje s platnými legislativními normami, poté teoreticky popisuje řešenou problematiku, dále popisuje řešené území a následně již analyzuje současný stav řešení civilní ochrany a krizového řízení na území vybrané obce. Při zpracovávání a vyhodnocování aktuálních rizik pro obec Raduň, bylo dosaženo výsledků, které korespondují s reálným stavem rizik v obci. Výsledky výzkumu byly zjištěny za pomocí celé řady metod analýzy rizik od kontrolního listu, analýzy "co se stane, když", přes analýzu stromu událostí (ETA), až po analýzu souvztažnosti (KARS). Aplikační část práce popisuje návrhy vhodných opatření, jež jsou zaměřeny na nejvýznamnější rizika v obci, aktualizaci bezpečnostní dokumentace obce, informační leták pro občany obce zobrazen v příloze II, návrh instalace bezpečnostních kamer v obci, kontrolní list pro starostu obce a informační systém zpráv pro občany obce Raduň. Veškeré návrhy jsou využitelné nejen pro obec Raduň, ale také pro ostatní obce na území obce s rozšířenou působností Opava či podobné samosprávné celky kdekoli na území České republiky.

Abstract:

Diploma thesis is processing the issue of civil protection solutions and the crisis management in the city of Raduň. Thesis is initially introducing the applicable legislative standards, afterwards theoretically describes resolved issues, also describes the solving territory and consequently is analyzing the current status of the civil protection solutions and the crisis management at the discussed territory. During processing and evaluating current risks for the municipality Raduň, results have been reached, which correspond with real state of risks in the municipality. These results have been achieved with the help of a whole range of risk analysis methods, starting with checklist analysis, "what-if" analysis, through the event tree analysis (ETA) to the correlation analysis (KARS). The application part of the thesis describes specific suggestions, that are focused on the most significant risks in the community, update of the city's crisis documentation, informational hadnout for residents of the municipality, which is shown in attachment II, design of safety cameras installations in the community, checklist for the mayor and informational systém for inhabitans. All of the suggestions are exploitable not only for the municipality of Raduň, but also for the other communities in the municipality with extended competence Opava or similar communities wherever at the Czech republic's territory.
