The influence of the national identity of Slovenia on its foreign policy towards the EU and the countries of the Western Balkans

Abstract:

Práce se zabývá vlivem národní identity v zahraniční politice Slovinska, a to především ve vztahu Slovinska ke státům západního Balkánu v kontextu integrace a později i členství v EU. Slovinsko jako poměrně mladý stát, začalo plně formovat svou národní identitu až po svém vzniku v roce 1991. Se změnou politického režimu a ekonomického systému, podobně jako ve všech postkomunistických zemích, probíhá i transformace národní identity. Souběžně s identitou národní Slovinsko formuje i svou identitu evropskou, kdy se snaží plně začlenit mezi státy EU a zároveň se vymanit z regionu nestabilního Balkánu. V poměrně v krátké době Republika Slovinsko navázala úzké kontakty s většinou zemí na evropském kontinentě, přičemž své zraky upírala zejména k členským státům EU a k nově se etablujícímu mocenskému uspořádání střední Evropy. Slovinsko poukazuje na své přirozené spojení s Evropou skrz zvýraznění tradičních vazeb, intenzivní ekonomické spolupráce a společného kulturního dědictví, na druhou stranu tak dává najevo, že jeho existence v rámci jugoslávské federace byla pouze určitou anomálií v evropském vývoji. Slovinsko nechtělo být s balkánským regionem spojováno především v očích mezinárodního společenství, o to úzkostlivěji se snažilo vystupovat jako evropský stát. Až na konci 90.let se tato strategie vůči Balkánu začala postupně měnit. Slovinsko využívá své historické zkušenosti a geografické polohy v oblasti a formuluje svou novou strategii zahraniční politiky, kdy jeho dříve negativní vnímání příslušnosti k Balkánu se proměňuje ve výhodu a příležitost stát se mostem mezi státy EU a státy západního Balkánu.

Abstract:

The thesis deals with the influence of national identity on Slovenia's foreign policy, particularly in relation of Slovenia to western Balkan states in the context of integration to EU and later EU membership. Slovenia, as a relatively young state, began to fully shape its national identity after its formation in 1991. With the change of political and economic system, like all post-communist countries, the transforamtion of national identity has been proceeding. In parallel with national identity, Slovenia has shaped also its European identity, while it seeks to fully integrate the EU and also to escape from the unstable Balkan region. In a relatively short time the Republic of Slovenia has established close contacts with most countries in the European continent, in particular the EU Member States and the new structure of Central Europe. Slovenia refers to its natural connection with Europe through the prominence of traditional ties, intensive economic cooperation and common cultural heritage and, on the other hand, let the others know that the existence of the Yugoslav federation was only an anomaly in its history. Slovenia did not want to be associated with the Balkan region, especially in the eyes of the international community, so that´s why it tried to act just as a European state. Only in the end of the 90s, the strategy towards the Balkans began to gradually change. Slovenia uses its historical experience and geographic location in the area and formulates a new strategy for its foreign policy when its previously negative perception of belonging to the Balkans is turning into an advantage and opportunity to become a bridge between the EU and Western Balkan states.
