An alternative approach to the EU's monetary system: Research using dynamic SFC models

Abstract:

Disertační práce zkoumá a hodnotí měnový systém, zejména otázku provázanosti emise peněz a zadlužení. Cílem práce je využít simulační SFC model k otestování následujících alternativních monetárních a fiskálních návrhů, které jsou vnímané jako možná řešení dluhové krize v EU: úsporná opatření, vyšší zdanění finančního sektoru, měnové nastavení inspirované systémem kryptoměny Bitcoin,libertariánská představa fixní měnové zásoby a absence státu a tzv. Vollgeld. Zkoumané hypotézy se soustředí na to, nakolik je systém vybudovaný dle daného návrhu v porovnání se simulací současného měnového systému udržitelný, kolik produkuje fixního kapitálu, jakou zabezpečuje životní úroveň a jak přispívá ke snižování ekonomických rozdílů mezi skupinami obyvatel.Metodou práce je komparativní systémová analýza za pomoci zkoumání jednotlivých modelových systémů pomocí vytvořených simulačních SFC modelů. Rovnice těchto modelů vycházejí ze striktních pravidel podvojného účetnictví podléhajících metodice Eurostatu a z mixu teoretických přístupů s důrazem na post-keynesiánskou a neoklasickou ekonomickou teorii. Simulace probíhá v za tímto účelem vytvořeném programu Minsky. Hypotéza vztahující se k ekonomickým rozdílům mezi skupinami agentů je ověřována metodou analýzy rozptylů.Autorovým přínosem je vytvoření nástrojů aplikujících relativně novou metodu SFC modelování ke zkoumání komplexněji a detailněji pojaté ekonomiky, navíc za využití různorodých teoretických základů. Tradičně post-keynesiánský základ modelů je tak např. doplněn o neoklasické optimalizační funkce. Dalším přínosem je navržené matematické řešení překonávající dosavadní problém nemožnosti zahrnutí minulých výsledků do modelování rozhodování v současnosti v dynamickém modelu operujícím ve spojitém čase. To umožňuje modelovat finanční spekulaci. Hlavním autorovým přínosem je ovšem využití metody SFC modelů pro zkoumání nastavení měnových systémů, což je dosud málo zkoumaná problematika.Zjištěním práce je, že modelovaná zjednodušená ekonomika EU řídící se současnými pravidly nastavení měny, tak jak jsou zaneseny do rovnic modelu, je udržitelnější a i podle dalších kritérií efektivnější než simulace zkoumaných návrhů. Práce se teoreticky věnuje rovněž problematice koexistence paralelních měnových typů na jednom monetárním území a dochází k závěru, že využívání více různě nastavených, specializovaných měn na jednom území může být výhodné.

Abstract:

The dissertation examines and evaluates the monetary system, in particular the issue of the interdependence of money issue and debt. The aim of the thesis is to use the simulation SFC model to test the following alternative monetary and fiscal proposals, which are perceived as possible solutions to the EU debt crisis: austerity measures, higher taxation of the financial sector, monetary settings inspired by Bitcoin, the libertarian notion of fixed money supply and the absence of state and the so-called Vollgeld proposal. The examined hypotheses focus on the extent to which the system built according to the proposal, compared to the simulation of the current monetary system, is sustainable, how much fixed capital it produces, what standard of living it provides and how it contributes to the reduction of economic differences between the groups of population.The method of work is comparative systemic analysis using constructed SFC models for examining individual simulated systems. The equations of these models are based on the strict rules of double-entry accounting (subject to the methodology of Eurostat) and on the mix of theoretical approaches with emphasis on post-Keynesian and neoclassical economic theories. The simulation is made in the Minsky computer program that was built for that particular use. The hypothesis related to the economic differences between the groups of agents is tested by the method of analysis of variances.The author's contribution lays in the creation of tools that apply relatively new methods of SFC modelling to exploring a simulated economy that is designed more comprehensively and in detail, in addition to the use of various theoretical foundations. For instance, the traditionally post Keynesian basis of SFC models is supplemented by neoclassical optimization functions. Another contribution is the proposed mathematical solution outpacing the existing problem of inability to include past results in modelling of present decision-making in a dynamic model operating in a continuous time. This enables modelling of financial speculation. However, the main author's benefit is the use of SFC models to examine the setting of monetary systems, which has been a rather overlooked issue.The finding of the thesis is that the modelled simplified EU economy, governed by the current currency setting rules as entered in the model equations, is more sustainable and, according to other criteria, more effective than the simulations of the examined proposals. The thesis also theoretically deals with the issue of coexistence of parallel monetary types in a single monetary area and concludes that the use of multiple, specialised currencies in a single territory can be advantageous.
