The role of intelligence services in the security system of the Czech Republic

Anotácia:

Tato diplomová práce se zabývá rolí zpravodajských služeb v bezpečnostním systému ČR. Cílem práce je seznámit veřejnost s tím, jaké zpravodajské služby v bezpečnostním systému ČR máme, jak fungují, co to vlastně zpravodajské služby jsou, čím se konkrétně zabývají. První, teoretická část práce, vymezuje základní pojmy, jako bezpečnostní systém ČR, definuje zpravodajské služby, zpravodajské informace a zdroje, nabízí pohled do historie i současnosti zpravodajských služeb na území ČR, zabývá se právní úpravou, oprávněními zpravodajských služeb i jejich odlišením od Policie ČR i kontrolou. Nabízí také, pro porovnání se situací u nás, stručný pohled na vybrané zpravodajské služby Evropy a světa, a to konkrétně Slovenska a USA. Práce je zakončena praktickou částí obsahující rozhovor s odborníkem na téma bezpečnost a zpravodajské služby Gen. Ing. Andorem Šándorem, který, pevně věřím, vhodně doplňuje první, tedy teoretickou část práce.

Abstract:

This thesis focuses on the role of intelligence services in the security system of the Czech Republic. The aim of the thesis is to determine what an intelligence service is, which intelligence services belong to the security system of the Czech Republic, how they operate and what they deal specifically with. The first theoretical part of the thesis defines basic concepts such as the security system of the Czech Republic, intelligence services as well as intelligence information and resources. Next, it offers insight into the history and present of intelligence services in the Czech Republic and deals with legislation. This part also concentrates on authority of intelligence services, oversight of their activities and their distinction from the Police of the Czech Republic. In order to compare the Czech intelligence services with European and international services, the thesis briefly describes intelligence services in Slovakia and the USA. The thesis concludes with a practical part containing an interview with an expert on security and intelligence services Gen. Ing. Andor Šándor, which complements the first theoretical part of the thesis.
