Abstract:

Disertační práce „Využití mikrosimulačních modelů při hodnocení dopadů změn české sociální politiky“ si jako hlavní cíl kladla zhodnocení možnosti využití metody mikrosimulačního modelování v prostředí České republiky. Rozpočtové omezení státu nutí tvůrce veřejných politik v rámci odpovědné fiskální vlády hodnotit používané nástroje veřejných politik z hlediska jejich hospodárnosti, účelnosti a efektivity. Silnou stránkou metody mikrosimulačního modelování je možnost hodnocení nástrojů veřejné politiky jak ex post, tak i ex ante, a také hodnotit variantní nastavení. Metoda umožňuje určit „vítěze a poražené“ reformních nastavení, stejně tak i celkové náklady a výnosy dané změny nastavení. Z těchto důvodů se metoda zdá více než vhodná pro užití při hodnocení nástrojů veřejných politik, dává tvůrcům veřejných politik podklady pro jejich rozhodnutí. Hlavním přínosem předložené dizertační práce je empirické prokázání možnosti použití této metody v Českém prostředí, a to za vědomí identifikovaných limitů, které s sebou metoda nese.

Abstract:

The main objective of the dissertation thesis "Using micro-simulation modelling in evaluation of the Czech social policy changes" was to evaluate the possibility of using the method of microsimulation modelling in the environment of the Czech Republic. A budgetary constraint of the state forces public policymakers, within the responsible fiscal government, to evaluate the instruments of public policies used in terms of their economy, efficiency, and effectiveness. The strength of the microsimulation modelling method is the ability to evaluate public policy tools both ex-post and ex-ante and also evaluate various settings. The method allows to specifying the "winner and loser" of the reform settings, as well as the total cost and revenue of a given change in settings. For these reasons, the method appears to be more than adequate for use in evaluating public policy tools, giving public policymakers the basis for their decisions. The main contribution of this dissertation thesis is the empirical demonstration of the possibility of using this method in the Czech environment, regarding the identified limitations that the method carries with it.
