Possibilities and issues of external stakeholders' participation in strategic planning of self-government

Abstract:

The main aim of the diploma thesis is to identify the possibilities and issues of external stakeholders’ participation in strategic planning of self-government. The first part of the thesis reviews how literature and foreign research perceive strategic planning and in the public sector. The aim of the second part is to identify the possibilities of participative strategic planning in the Czech Republic with regard to its legislative framework, the country’s policies, and available analyses and research. Another part of the thesis covers research of the approach of chosen self-governments to strategic planning and stakeholder involvement in the form of case studies. The fourth and last part then provides a summary and recommendations.

Abstract:

Hlavným cieľom diplomovej práce je identifikovať možnosti a problémy participácie externých subjektov na strategickom plánovaní samosprávy. Prvá časť práce je zameraná na zmapovanie poznatkov z literatúry o strategickom plánovaní a participácii vo verejnej správe a na ich vnímanie z pohľadu zahraničného výskumu. V druhej časti práce je pozornosť venovaná participatívnemu strategickému plánovaniu v Českej republike, konkrétne jeho možnostiam z pohľadu legislatívy, samotného prístupu krajiny a doterajším analýzam a výskumom. V rámci tretej časti práce je formou prípadových štúdií skúmaný prístup vybraných miestnych samospráv k strategickému plánovaniu a zapájaniu externých subjektov. Predmetom poslednej kapitoly práce sú zhrnutie a odporúčania.
