Possibilities of Creating a Municipal Website Using Simple CMS

Abstract:

Tématem práce je problematika vytvoření a správy obecního webu prostřednictvím webových CMS, a to konkrétně pro obce do 3 000 obyvatel. Cílem práce je sumarizovat požadavky na web obce a zanalyzovat jejich realizovatelnost ve vybraných webových CMS. Kladenou klíčovou otázkou bylo: Do jaké míry můžeme náležitosti obecního webu realizovat pomocí WordPress, Wix a Webnode (v placených i neplacených verzích) a vyplatí se obcím takový způsob zajištění webu? První části cíle bylo dosaženo v teoretické části, kde byly mapovány a představeny legislativní požadavky na obecní stránky, a dále byla provedena analýza doplňujících požadavků. Též byla stanovena hierarchie obecního webu, kde byly zohledněny všechny doposud zjištěné požadavky. Druhé části cíle bylo dosaženo v praktické části pomocí soustavy hodnotících kritérií a ověřováním funkcionalit prostřednictvím tvorby webových prototypů. Poznatky z praktické části byly syntetizovány do souhrnných hodnocení a byl proveden jejich kvalitativní i kvantitativní rozbor. Závěrem práce je též nastínění finančních aspektů tvorby webu pomocí CMS a při objednání webu na zakázku specializovanou firmou. Výsledkem práce jsou tak soustavy strukturovaných hodnocení vhodnosti tří vybraných CMS (v placených i bezplatných verzích) s určením doporučených i nevhodných CMS pro tvorbu obecních webových stránek, včetně nastínění předpokládané finanční náročnosti.

Abstract:

The topic of this bachelor thesis is the issue of websites of municipalities with a population under 3 000, specifically the possibility of creating and administering a municipal website using web CMS. The aim of the thesis is to summarize requirements for the municipal website and analyze their feasibility in selected web CMS. The key question is: How much can be met the requirements of the municipal website using WordPress, Wix, and Webnode (in free and premium versions), and is it worth it for municipalities to create a website in such a way? The first part of the aim was achieved in the theoretical part, where the legislative requirements were introduced, and an analysis of additional requirements was researched. Also was established a hierarchy of the municipal website, where all the identified requirements were considered. The second part of the aim was achieved in the practical part through the evaluation criteria and verification of functionalities by creating web prototypes. The findings from the practical part were synthesized into summary evaluation, including their qualitative and quantitative analysis. The last part of the work considers the financial aspects of creating the municipal website using CMS and tailor-made solutions. The thesis's results are structured evaluation reports of the appropriateness of three selected CMS (in free and premium versions) with the determination of recommended and inappropriate CMS for the creation of municipal websites, including a description of the assumed financial cost.
