První část práce je věnována analýze ústavního systému České republiky a postavení prezidenta republiky v něm před a po zavedení přímé volby. Následně se práce zaměří na komparaci ústavního modelu s modelem krajským a komunálním se zaměřením na postavení hejtmana a starosty. First part of this thesis is devoted to the analysis of the constitutional system of the Czech Republic with respect to the role of the President before and after the amendment introducing a direct election.
