Abstract:

Volby jsou důležitým mechanismem zastupitelské demokracie, kterým občané volí své zástupce a ovlivňují tak budoucí chod země. Volební systémy jsou soubory všech pravidel stanovených zákonem, podle kterých se určuje obsazení mandátů na základě hlasování voličů. Podle toho jakým způsobem jsou jednotlivé hlasy voličů přepočítávány na mandáty se rozlišují tři základní typy volebních systémů: většinový, poměrný a smíšený volební systém. Tato práce je zaměřena na charakteristiku volebních systémů a možnost ovlivnění výsledků voleb jejich změnou. Konkrétně se zaměří na poměrný volební systém využívaný pro volby do Poslanecké sněmovny Parlamentu České republiky a většinový volební systém využívaní v rámci voleb do Slovenské Národní rady. V praktické části je provedena reciproční komparace výsledků voleb do Poslanecké sněmovny Parlamentu České republiky v roce 2013 a výsledků voleb do Slovenské Národní rady v roce 2012 s tím, že jde o modelové srovnání dvou základních volebních systémů, ze kterého bude možno odvodit konkrétní změny, ke kterým by uvedená záměna vedla, a porovnat je s tendencemi, které odborníci na tuto problematiku jednotlivým volebním systémům přisuzují.

Abstract:

Elections are an important mechanism of representative democracy. Using it, the citizens elect their representatives and affect the future functioning of the country. Electoral systems are sets of rules laid down by law, under which the occupancy of seats is determined based on the votes of the electorate. The electoral system determines how the various votes are converted into mandates. Electoral systems are divided into three basic types: a majoritarian electoral system, a proportional electoral system and a mixed electoral system. In this work, most attention is paid to characteristics of individual electoral systems and the possibility of influencing the election results by a change of the system. In particular, it focuses on the proportional electoral system used for the Chamber of Deputies’ elections to the Parliament of the Czech Republic and the majoritarian electoral system used in the context of elections to the Slovak National Council. The practical part of the thesis offers a reciprocal comparison of the elections’ results to the Chamber of Deputies of the Parliament of the Czech Republic in 2013 and the results of the elections to the Slovak National Council in 2012. It must be considered that it is a model comparison of two basic electoral systems from which it will be possible to derive specific changes that would result from such a replacement. The aim is also to compare them with the trends which are attributed to these particular electoral systems by experts on the issue.
