Design of a Fuzzy Logic Model As a Tool For Benchmarking Financial Health of Selected Municipalities

Abstract:

Diplomová práce provádí komparaci finančního zdraví obcí v mikroregionu Vsetínsko s použitím fuzzy logického modelu. K vytvoření tohoto modelu bude použita analýza, která se opírá o hodnoty ukazatelů zadluženosti, likvidity a dalších finančních ukazatelů založených na příjmech a výdajích zkoumaných obcí. Tyto údaje poskytnou základ pro sestavení fuzzy logického modelu v programu Microsoft Excel. Práce je systematicky rozdělena do dvou hlavních částí. V teoretické části jsou definovány klíčové pojmy týkající se veřejné správy, obcí, finančního zdraví a principů fuzzy logiky. Praktická část se poté zaměřuje na detailní analýzu vybraných finančních ukazatelů pro konkrétní obce a na konstrukci fuzzy logického modelu, který slouží k benchmarkingu jejich finančního zdraví. V závěru práce jsou výsledky tohoto modelu vyhodnoceny. Samotný model je poté zhodnocen z hlediska jeho schopnosti přesně a efektivně posoudit dostupná data.

Abstract:

The master's thesis conducts a comparison of the financial health of municipalities in the Vsetínsko microregion using a fuzzy logic model. The creation of this model will employ an analysis based on indicators of indebtedness, liquidity, and other financial metrics derived from the revenues and expenditures of the examined municipalities. These data will provide the foundation for constructing the fuzzy logic model in Microsoft Excel. The thesis is systematically divided into two main sections. The theoretical part defines key concepts related to public administration, municipalities, financial health, and the principles of fuzzy logic. The practical part then focuses on a detailed analysis of selected financial indicators for specific municipalities and the construction of a fuzzy logic model, which serves to benchmark their financial health. At the end of the thesis, the results of this model are evaluated. The model itself is then assessed in terms of its ability to accurately and effectively assess the available data.
