Abstract:

Cílem práce bylo vymezení a seznámení se s územní samosprávou a neziskovým sektorem a zjistit, zda a jaký, mezi nimi existuje vztah. Pro demonstraci jsem se rozhodl využít praktických příkladů neziskových organizací v hlavním městě Praze. Dozajista by se dalo celé téma uchopit jinak, stejně jako mohl být vztah demonstrován na jiných nebo více neziskových organizacích. Naproti tomu si myslím, že obecné závěry, které plynou z příkladů organizací Junáka a Sokola mají vypovídající váhu přinejmenším v tom, že se jedná o jedny z největších a nejstarších neziskových organizací na našem území. Dále se myslím, že mé členství ve zmíněných organizacích mi dovolilo poskytnout pohled důkladnější, protože jsem mohl oslovit přímo jednotlivé známé osoby. Zde v závěru bych ještě jednou rád upozornil na novou právní úpravu, zákona o územně správním členění státu. Tento zákon jsem již v minulosti vyhlížel a jsem rád, že už brzy nabude účinnosti, protože do celého členění České republiky, přinese ještě více přehlednosti. Zejména pak ve vztahu k územní samosprávě na úrovni vyšších územně samosprávných celků. Z celé práce vyplývá, že pokud se ptáme na otázku, zda existuje vztah, nebo podpora mezi neziskovým sektorem a územní samosprávou hlavního města Prahy, dostaneme jasnou odpověď. Ano! Nejvíce je spolupráce zastoupena finanční podporou neziskových organizací, působících právě na daném území. Z prostého pohledu je jasné, že neziskové organizace na území hlavního města Prahy nemohou být ze své podstaty finančně nezávislé a Magistrát hl. m. Prahy je tak jedním z prvních míst, kde žádají o podporu. Magistrát hl. m. Prahy si je této potřeby podpory dobře vědom a současná tendence je taková, že onu podporu stále zvyšuje. Tedy pokud se jedná o finanční prostředky. Bohužel i v rámci štědré finanční podpory se najdou nedostatky. Jak vyplynulo z praxe zmíněných neziskových organizací, je největší problém shledáván v častých změnách ze stran Magistrátu hl. m. Prahy. Jedná se jednak o časté změny v tom, jak jsou finance poskytovány a jednak v tom, jak o finance žádat. Zástupci těchto organizací dále vyčítají nedostatečnou informovanost o těchto změnách, která vede často k nepochopení toho, co mají a jak to mají dělat. Časté změny jsou přisuzovány měnícímu se politickému obsazení v hlavním městě. Finanční podpora ze stran městských částí je komplikovaná. Komplikovanost se spatřuje jednak v tom, že městské části mají obecně menší možnosti finanční podpory, než hlavní město Praha jako celek, ale i v tom, jak podpora probíhá. Není totiž pravidlem, že podpora od městských částí probíhá všude stejně. V určitých městských částech je podpora dobrá, v jiných ne a někde dokonce není ze stran městské části podpora vůbec. Další spolupráci mezi neziskovými organizacemi a hl. m Prahou lze spatřovat v komunikaci s nimi a snaze vyznat se v jejich dotačních a grantových programech. Z práce vyplývá, že Junák má v tomto směru výhodu, jakožto organizace zabývající se převážně mimoškolní výchovou mládeže, oproti Sokolu jako sportovní organizaci. Ale i přes to, se snaží magistrát podporovat všechny neziskové organizace například tím, že pořádá školení ohledně žádostí o dotace a granty.

Abstract:

The aim of this thesis was to define and familiarize self-government and the non-profit sector so we can find out what the relationship is between them. For demonstration, I decided to use practical examples of non-profit organizations in the capital city of Prague. Certainly the whole topic could be understood differently, just as the relationship could be demonstrated at other or more non-profit organizations. On the other hand, I think that the general conclusions drawn from the Junák and Sokol organizations, for example, have a meaningful weight; at least, in that they are two of the largest and oldest non-profit organizations in our country. Furthermore, I think that my membership in these organizations has allowed me to give a deeper insight, since I was able to address individual acquaintances directly. Here I would like to draw attention once again to the new legislation, the Act on Territorial Administrative Division of the State. I have been looking forward to this law in the past and I am glad that it will come into effect soon, because it will bring even more clarity into the whole division of the Czech Republic. Especially in relation to territorial self-governments at the level of higher territorial self-governing units. The whole thesis shows that if we ask whether there is a relationship or support between the non-profit sector and the local government of Prague, we will get a clear answer. Yes there is! Cooperation is mostly represented by financial support of non-profit organizations operating in the given territory. From the point of view, it is clear that non-profit organizations in the capital city of Prague cannot by their nature be financially independent; the city of Prague is one of the first places to apply for support. Prague city council is well aware of this need for support and the current tendency is that it continues to increase this support; especially when it comes to funds. Unfortunately, there are shortcomings in generous financial support. As it emerged from the aforementioned non-profit organizations, the biggest problem is the frequent changes by the Prague city council. These are both frequent changes in how funding is provided and how to apply for funding. Representatives of these organizations also blame the lack of awareness of these changes, which often leads to a misunderstanding of what they should do and how to do it. Frequent changes are attributed to the changing political spectrum in the capital city. Financial support from city districts is complicated. There is complexity both in the fact that city districts generally have less possibilities of financial support than the capital city of Prague as a whole, but also in how the support passes off. It is not a rule that support from city districts is the same everywhere. In certain neighborhoods, support is good, in others it is not, and in some places there is no support at all. Further cooperation between non-profit organizations and the City of Prague can be seen by communicating with them and trying to get acquainted with their grant and grant programs. From this it is clear that Junák has an advantage in this way, as an organization dealing mainly with extracurricular education of youth, as opposed to Sokol as a sports organization. Despite this, the municipality is trying to support all non-profit organizations: for example, by organizing training on grant applications and grants.
