The Support of Club and Festival Culture in the Region of Ústí nad Labem from Public Grants and Private Sector

Abstract:

Práce se zabývá problematikou podpory a financování hudební kultury v Ústeckém kraji. Vyzdvihuje význam kultury a podpory jejího rozvoje. Dále definuje Ústecký kraj v oblasti geografické i demografické. Tyto hodnoty pomáhají pro účely práce vymezit strukturu obyvatelstva a jejich priority. Na základě zjištění, která vycházela z distribuovaných dotazníků obcím a veřejnosti popisuje stav hudební scény na území Ústeckého kraje a rozebírá situaci v jednotlivých okresech. V rámci tohoto rozboru je předložen soupis pravidelných festivalových akcí v jednotlivých okresech a také soupis podniků v rámci klubové scény v regionu. Mimo to sleduje také kulturní centra a střediska v kraji a vymezuje důvody jejich existence. Speciální kapitola se zaměřuje na financování hudebních aktivit. Postupně rozebírá možnosti financování z veřejného sektoru, kde jsou zahrnuty veřejné rozpočty a jednotlivé dotační tituly a dále pak také možnost čerpání financí z mezinárodní spolupráce včetně spolupráce v rámci Evropské unie. Zvlášť jsou uvedeny možnosti získávání financí z oblasti soukromého sektoru a je také vyzdvižen význam principu vícezdrojového financování. Závěr práce demonstruje řešenou problematiku na podmínkách konkrétního klubu, kterým je Ponorka Klub Litvínov. Zaměřuje se na podmínky jeho vzniku a případné problémy spojené s provozováním soukromého podniku zejména na problematiku styku s veřejnou správou. Dále pak nahlíží do možností financování malého hudebního klubu.

Abstract:

My thesis deals with an issue of support and funding of music culture in the region of Ústí nad Labem. It highlights the importance of culture and its development. Further, it defines the region of Ústí nad Labem in both geographic and demographic ways. Based on the retrieved figures and data, the paper tries to define the structure of the population in this area and their priorities. The results which came out of questionnaires distributed to both municipalities and general public describe the situation of music culture in the Ústí region; it also analyzes the situation in each district. This analysis includes a list of regular festival events in particular districts as well as a list of music clubs in this region. Above that, it monitors culture centers in this region and sets our reasons for their existence. A special chapter focuses on the financing of music activities in the region. It analyzes possibilities of their funding from the public sector. This part also includes public budgets, introduces grant programs and describes possibilities of international financing including cooperation with European Union. Separately, possibilities of obtaining finance from the private sector are listed and there is also a principle of multi-source funding highlighted in the section. The final part demonstrates the topic on a case study of one particular center - the Club Ponorka in Litvínov. It focuses on conditions of its formation, potential problems associated with its existence and in particular on its relations with institutions of public administration. Furthermore, it focuses on ways of financing a small music club.
