Implementation of the Dutch pension system in the Czech Republic with an emphasis on the FF DB (2021)

Abstract:

Nizozemský penzijní systém se již několik let umisťuje na předních pozicích různých výzkumů a analýz důchodových systémů, což může být inspirací pro další státy. Tato práce posuzuje, zda je možné aplikovat prvky nizozemského důchodového systému na české prostředí. Cílem práce je analýza a srovnání důchodových systémů v Nizozemí a v České republice pro možnost nalezení výhodnějšího systémového základu a následné vhodné aplikace na český důchodový systém. Práce je zaměřena převážně na fondové financování penzijního systému inspirované nizozemským systémem, který je založen na principu zaměstnaneckých fondů. Tento typ fondů spravují penzijní pojišťovny. Výstupem je analýza dopadu a ucelené doporučení při zavedení fondového financovaní penzijního systému v České republice. Závěr práce je také spojen s dotazníkovým šetřením a výzkumem toho, zda by zavedení fondového financování penzijního systému v České republice bylo vhodným krokem.

Abstract:

For several years, the Dutch pension system has been at the forefront of various research and analyses of pension systems, which may inspire other countries. This thesis assesses whether it is possible to apply elements of the Dutch pension system to the Czech environment. The aim of the thesis is to analyse and compare pension systems in the Netherlands and the Czech Republic for the possibility of finding a more advantageous system basis and subsequent suitable application to the Czech pension system. The thesis is focused mainly on fund financing of the pension system inspired by the Dutch system, which is based on the principle of employee funds. This type of funds is managed by pension insurance companies. The output is an impact analysis and a comprehensive recommendation for the introduction of funded financing of the pension system in the Czech Republic. The conclusion of the thesis is also connected with a questionnaire survey and research on whether the introduction of funded financing of the pension system in the Czech Republic would be a suitable step.
