Referendum: a threat or a cure for democracy?

Anotácia:

Od konce 20. století lze napříč zeměmi Evropy zaznamenat zvýšený výskyt obecných referend týkajících se zásadních otázek jako je integrita země, migrační politika, či vztah země k Evropské unii. Nedávné referendum konané ve Velké Británii o jejím členství v Evropské unii nabízí možnost, jak definovat rizika spojená s celostátním referendem. Tato práce porovnává britská referenda z roku 1975 a 2016 a na jejich příkladu ukazuje, jaké má celostátní referendum limity a jaká nese rizika. Věnuje se obecnému vztahu referenda k procesu evropské integrace a vývoji postoje Konzervativní a Labouristické strany k Evropskému společenství, resp. Evropské unii. Zabývá se událostmi, které předcházely vyhlášení obou referend, jejich průběhem a obdobím, které po nich následovalo. Nabízí srovnání referend a zamýšlí se nad motivy hlavních představitelů, Harolda Wilsona a Davida Camerona, které je k vyhlášení referend vedly.

Abstract:

Since the end of the 20th century, there has been an increasing occurrence of general referendums across the countries of Europe, which were held on key issues such as integrity of a nation, migration policy, or the country's relationship to the European Union. A recent UK referendum on its membership in the European Union offers an opportunity to show the risks associated with the nationwide referendum. This paper compares the British referendums of 1975 and 2016 and shows which limitations and risks can a national referendum has. It deals with the general relation of the referendum to the process of European integration and the development of the position of the Conservative and Labour Party towards the European Community, or the European Union. It deals with the events that preceded the announcement of referendums, the actual polling and the period that followed. It offers a comparison of referendums and contemplates the motives of the major leaders, Harold Wilson and David Cameron, which led them to hold the referendum.
