Abstract:

Bakalářská práce pojednává o územní samosprávě se zaměřením na obecní zřízení. V teoretické části je analyzován pojem veřejné správy a jsou ozřejměny základní východiska její organizace. Těžiště této části práce spočívá v charakteristice obce, jejího členění a zejména pak obecních orgánů. Formou exkurzu jsou pak analyzována východiska a průběh reformy územní samosprávy od roku 1990 dodnes. Praktická část práce je koncipována jako výzkum názorů obyvatel obce Žatec. Výzkum prokázal, že naprostá většina obyvatel obce Žatec zhodnotila reformu veřejné správy pozitivně a dopady reformy mají spíše pozitivní vliv na jejich život v obci. Výsledky výzkumu by mohly v praxi posloužit vedoucím představitelům obce jakožto průzkum veřejného mínění a zpětná vazby obyvatel města, kteří tak vyjadřují svůj názor ohledně spokojenosti s úrovní místní samosprávy.

Abstract:

The bachelor thesis deals with the territorial self-government with a focus on the municipal establishment. In the theoretical part, the concept of public administration is analyzed and the basic points of its organization are explained. The focus of this part of the thesis is on the characteristics of the municipality, its structure and especially the municipal authorities. The form of the excursion then analyzes the starting points and the course of the territorial self-government reform since 1990. The practical part of the thesis is conceived as a research of the views of the inhabitants of Žatec. The research has shown that the vast majority of the inhabitants of Žatec evaluated the public administration reform positively and the impacts of the reform have a rather positive effect on their life in the municipality. The results of the research could, in practice, serve the leaders of the municipality as a survey of public opinion and feedback from the inhabitants of the city, thus expressing their opinion on satisfaction with the level of local self-government.
