Russian Active Measures in the Cyberspace

Abstract:

Disertační práce se orientuje na analýzu současného ruského informačního vlivu pomocí konceptu aktivních opatření. S ohledem na dosavadní výzkum se studie zaměřuje na původ hrozeb a s nimi spojené aktéry, zároveň však přidává kontext ohrožených hodnot, a to optikou referenčních objektů. Cílem práce je tak identifikace aktérů současných ruských aktivních opatření, analýza jimi používaných nástrojů boje v kyberprostoru a identifikace cílů, na něž působí. Z toho odvozená výzkumná otázka zní: Jak se současná ruská aktivní opatření v kyberprostoru projevují v jednotlivých sektorech bezpečnosti? Práce využívá pro analýzu teoretický koncept bezpečnostních sektorů, typů operací aktivních opatření a hrozeb v kyberprostoru. Samotná analýza využívá induktivní metodu a staví zejména na otevřených zdrojích z internetu. Výsledné projevy ruských aktivních opatření v kyberprostoru lze pozorovat ve vojenském, politickém a societálním sektoru prostřednictvím široké škály aktérů, kteří používají operace bílé, šedé i černé. Aktéři jsou rozprostřeni po celé síti možných vazeb na ruskou vládu, využívají nástrojů škodlivého kódu i obsahu na celé škále sofistikovanosti. U societálního sektoru převládá škodlivý kód. U sektoru ekonomického byli identifikováni pouze aktéři podílející se na černých operacích, jež využívají nástroje škodlivého kódu. Nakonec, v sektoru environmentálním, nebyly identifikovány projevy žádné.

Abstract:

The dissertation thesis focuses on the analysis of contemporary Russian information influence using the concept of the active measures. Concerning existing research, the study focuses on the origins of threats and associated actors, while adding context to the threatened values through the lens of referent objects. Thus, the thesis aims to identify the actors of contemporary Russian active measures and analyze the tools of warfare used by them in cyberspace as well as targets. Therefore, the research question is: How do current Russian active measures in the cyberspace manifest themselves in different security sectors? The thesis uses the theoretical concept of security sectors, types of operations of active measures and threats in cyberspace for analysis. The analysis itself uses an inductive method and builds mainly on open sources from the Internet. The resulting manifestations of Russian active measures in cyberspace can be observed in the military, political, and societal sectors through a wide range of actors employing white, grey, and black operations. Actors are spread across a whole network of possible ties to the Russian government. They employ both hostile code and hostile content tools with a wide range of sophistication in military and political sectors. In the societal sector, hostile code operations predominates. For the economic sector, only actors involved in black operations that use hostile code tools have been identified. Finally, no manifestations were identified in the environmental sector.
