Analysis of the institutional set-up of the foreign-policy cooperation in the period from Davignon report to the Lisbon Treaty: the perspective of historical institutionalism

Abstract:

Cílem diplomové práce je zhodnotit institucionální nastavení v rámci Společné zahraniční a bezpečnostní politiky v období od Davignonovy zprávy, která poprvé zmiňuje zahraničně – politickou spolupráci Evropského společenství (ES), po Lisabonskou smlouvu. Práce bude zkoumat instituce ES/EU, které měly v tomto období za úkol sjednotit a koordinovat zahraničně – politickou spolupráci ES/EU. Autorka se zaměří na definování této spolupráce Davignonovou zprávou, která definuje path - počátek vývoje zahraničně – politické spolupráce a na změny, které zavedly smlouvy zabývající se touto spoluprací a které měly za cíl její reformu. Dále se bude autorka snažit najít případné odchylky od původní path, která byla určená Davignonovou zprávou. Metodou sběru dat bude rozbor procesu (process tracing), který řeší kauzální mechanismy, tedy to, jakým způsobem příčina vyvolá následek. Deduktivní metodou budu ověřovat teorii historického institucionalismu, konkrétně koncept path dependency, který tvrdí, že existuje historická návaznost na předchozích vzorech.

Abstract:

The aim of the thesis is to evaluate institutional the Common Foreign and Security Policy (CFSP) setting, from the Davignon report, which first mentioned the European Union's foreign policy cooperation (FPC), to the Lisbon Treaty. The thesis will examine the institution EC/EU that were tasked to unify and coordinate EC/EU foreign policy cooperation during this period. The author will focus on defining this cooperation by the Davignon report, which defines the path - the beginning of the development of foreign-political cooperation - and the changes introduced by the treaties dealing with this cooperation and aimed at its reform. Furthermore, the author will try to find the reasons for the inefficiency of cooperation and possible deviations from the original path, which was determined by the Davignon report. The method of data collection will be process tracing, which solves causal mechanisms - how the cause causes the consequences. By a deductive method, the author will verify the theory of historical institutionalism, path dependency concept, which claims that there is continuity with previous patterns.
