Comparison of the development of the number of employees, the development of the volume of funds for their salaries and the development of the amount of their average salaries according to the individual chapters of the state budget of the Czech Republic with the development of inflation, average wages and median wages in the Czech Republic in the monitored period 2015-2022

Abstract:

Práce přináší bližší pohled na rozpočtování České republiky v platové oblasti státního rozpočtu, přibližuje jeho zákonitosti, legislativu a související ekonomické koncepty v jednom uceleném dokumentu. Dále komparuje vývoj počtu zaměstnanců, vývoj objemu prostředků na jejich platy a vývoj výše jejich průměrných platů dle jednotlivých kapitol státního rozpočtu České republiky s vývojem inflace (bazické indexy), průměrné mzdy a mediánové mzdy v České republice ve sledovaném období let 2015-2022. Z hlediska celkových hodnot za všechny kapitoly státního rozpočtu docházelo k růstu objemu platových prostředků ve všech letech sledovaného období, a to nad hodnotami mzdového mediánu, vyjma let 2016 (o 0,15 % pod mediánem) a 2022 (o 2,54 % pod mediánem), a nad hodnotami inflace (vyjma roku 2022, kdy vývoj platových objemů o 12,12 % zaostal za inflací). Pohledem celkových hodnot za všechny kapitoly státního rozpočtu docházelo k růstu počtu přepočtených úvazků ve všech letech sledovaného období (vyjma poklesu o 0,02 % v roce 2016), a to pod hodnotami mzdového mediánu. Z hlediska celkových hodnot za všechny kapitoly státního rozpočtu docházelo k vývoji objemu přepočtených úvazků sledovaného období nad hodnotami inflace pouze v letech 2015 a 2020 (o 1,09 %, resp. o 0,03 %). Optikou celkových hodnot za všechny kapitoly státního rozpočtu docházelo k růstu průměrného platu ve všech letech sledovaného období, a to ve většině let sledovaného období nad hodnotami mzdového mediánu (vyjma let 2016: -0,12 %, 2021: -1,51 % a 2022: -3,81 %) a nad hodnotami inflace – vyjma roku 2022 (-13,38 %). V závěru praktické části mj. představuje konkrétní národohospodářská doporučení – např. hradit ze státního rozpočtu platové prostředky pouze za skutečně obsazená místa, zpracovat analýzu vedoucí ke sloučení (a souvisejícímu zrušení) některých rozpočtových kapitol nebo neakceptovat navyšování limitů počtu pracovníků, pokud existují dlouhodobě neobsazená místa.

Abstract:

The work brings a closer look at the Czech Republic's budgeting in the salary area of the state budget, introducing its laws, legislation and related economic concepts in one comprehensive document. Furthermore, it compares the development of the number of employees, the development of the volume of funds for their salaries and the development of the amount of their average salaries according to the individual chapters of the state budget of the Czech Republic with the development of inflation (basic indices), average wages and median wages in the Czech Republic in the monitored period 2015-2022. In terms of overall values for all chapters of the state budget, the growth of salary volumes in all years of the monitored period was above the median wage values, except for 2016 (by 0.15% below the median) and 2022 (by 2.54% below the median), and above inflation (except for 2022, when the development of salary volumes lagged behind inflation by 12.12%). Looking at the overall figures for all chapters of the state budget, there was an increase in the number of recalculated working hours in all years of the period under review (except for a decrease of 0.02% in 2016), below the median wage levels. In terms of overall values for all chapters of the state budget, the volume of converted full-time equivalents of the period under review developed above inflation only in 2015 and 2020 (by 1.09% and 0.03% respectively). In terms of overall values for all chapters of the state budget, average salary growth in all years of the period under review was above the median salary values in most years of the period under review (except for 2016: -0.12%, 2021: -1.51% and 2022: -3.81%) and above inflation - except for 2022 (-13.38%). At the end of the practical part, it presents, inter alia, specific economic recommendations - e.g. to cover from the state budget salary appropriations only for actually filled posts, to prepare an analysis leading to the merger (and related abolition) of some budget chapters or not to accept increasing the staffing limits if there are long-term vacant posts.
