General government debt: limits for sustainability and debt restructuring on the example of selected euro area countries

Abstract:

V posledních letech jsme svědky relativně prudkého nárůstu veřejného zadlužení napříč většinou států eurozóny. Diplomová práce analyzuje stav a dynamiku veřejného zadlužení na vzorku 3 zemí eurozóny (Portugalsko, Španělsko a Itálie). Přestože sestup zemí do dluhové spirály nebyl díky expanzivní monetární politice ECB identifikován, výsledky statické analýzy scénářů poukazují na nereálnost využití strukturálních reforem a fiskální konsolidace jako nástrojů pro stabilizaci veřejného zadlužení.

Abstract:

In recent years, we have witnessed a relatively sharp increase in general government debt across most euro area countries. The diploma thesis analyzes the state and dynamics of general government debt on a sample of 3 euro area countries (Portugal, Spain and Italy). Although the descent of countries into the debt spiral has not been identified due to the ECB's expansionary monetary policy, the results of the static scenario analysis point to the unrealistic use of structural reforms and fiscal consolidation as tools for stabilizing general government debt.
