Preparation and implementation of projects using grants from the European Union

Abstract:

Bakalářská práce se zabývá Evropskými strukturálními a investičními fondy, jež jsou primárním nástrojem evropské regionální politiky, umožňujícím snižování ekonomických a sociálních diferencí jednotlivých členských států. Popisuje specifika ESI fondů v dobíhajícím programovém období 2007 – 2013 a návaznost na zkušenosti získané v tomto období pro momentální cyklus politiky soudržnosti 2014 – 2020. Posláním těchto finančních nástrojů je zprostředkovat čerpání solidárních dotací z rozpočtu EU. Téma bakalářské práce „Příprava a realizace projektu s využitím dotací z fondů Evropské unie“ jsem volil v první řadě z důvodu načerpání podrobnějších informací o této velice aktuální a perspektivní problematice. V předchozích programových obdobích se české řídící orgány nedokázaly nejobratněji vypořádat s legislativní náročností při vypracování základního strategického dokumentu – Národního strategického referenčního rámce a tímto zaváháním bylo způsobeno opožděné podávání žádostí. To mělo přímý vliv na následné ukvapené podávání žádostí o finanční dotace a formální nedostatky projektů způsobovaly jejich negativní hodnocení a zamítání. Důkladné prozkoumání a seznámení se s legislativními postupy a požadavky při schvalování projektů aktuálního programového období je nezbytným předpokladem k maximalizaci čerpání finančních prostředků z fondů Evropské unie. S ohledem na praktickou část bylo věnováno nejvíce pozornosti fondům v rámci Integrovaného regionálního operačního programu, který vznikl v programovém období 2014 – 2020 zcela nově, sloučením všech původních Regionálních operačních programů. Pro tento případ jsou v praktické části detailněji popsány jednotlivé kroky, které souvisejí s formálními stránkami předkládaných žádostí o dotaci z EU. Od podrobného sestavení projektového záměru, přes výběr vhodného operačního programu, až po podání konečné žádosti o finanční grant. Na základě veškerých poznatků načerpaných v teoretické části byla následně zpracována část praktická, v níž je na konkrétním projektu zachycen celý postup sestavení projektové žádosti o jeho financování prostřednictvím dotací z Evropské unie.

Abstract:

This thesis deals with the European Structural and Investment Funds which are the primary tool of European regional policy allowing the reduction of economic and social differences of the EU member states. It describes the specifics of ESI funds in run-off to the programming period 2007 - 2013 and building on the experience gained in this period for the current cycle of cohesion policy in 2014 - 2020. The mission of these financial instruments is to provide solidary drawing of subsidies from the EU budget. I chose the theme of the thesis "Preparation and implementation of a project using grants from the European Union," primarily to gain detailed information about these very current and perspective issues. In previous programming periods, the Czech authorities were not able to deal skilfully enough with demanding legislative requirements in preparing the basic strategic document - National Strategic Reference Framework, and this hesitation resulted in late submission of applications. That had a direct impact on subsequent hasty submission of financial subsidies, and project formal shortcomings caused their negative evaluation and subsequently their refusal. Thorough examination of and familiarization with legislative procedures and requirements for the approval of projects of the current programming period is therefore a prerequisite for maximizing the EU funds drawing. With regard to the practical part, most attention received funds under the Integrated Regional Operational Program, which was created in the programming period 2014 – 2020, completely redesigned, combining all of the original regional operational programs. Concerning the above mentioned case, particular steps related to formal aspects of grant applications submitted to the EU are described in detail in the practical part, namely from a detailed compilation of the project plan through the selection of a suitable operational program up to the final application for a financial grant. On the basis of all knowledge drawn from the theoretical part, the practical part was created, wherein the entire process of comleting a project application for funding through grants from the European Union is described.
