Financial analysis of local governments

Abstract:

Abstrakt Bakalářská práce pomocí finanční analýzy hodnotí finanční hospodaření zvoleného územně samosprávného celku ve sledovaném období 2013–2016. Analýza je prováděna na základě vyhodnocování a porovnávání údajů týkajících se hospodaření vybrané obce Hořice na Šumavě. Autorka použila vhodné ukazatele, které jasně vystihují možné problémové oblasti finančního řízení obce. Analýza příjmové a výdajové části rozpočtu odhalila, že obec je schopna hradit své výdaje a menší investiční akce ze svých příjmů, bez přímé pomoci transferů. Obec postupně stabilizuje míru zadluženosti a zlepšuje možnosti likvidity. Autorka analyzovala příjmovou část rozpočtu s výrazným zaměřením na dotace a místní poplatky jako zdroje příjmů, které mohou být ze strany obce částečně ovlivněny.Významným zdrojem příjmů při realizaci rozsáhlých investic jsou poskytované dotace. Autorka velmi kladně hodnotí objem ročně čerpaných dotací a schopnost obce efektivně zpracovat a využít získané dotace. Při analýze místních poplatků bylo zjištěno, že sazba poplatku za likvidaci komunálního odpadu nekoresponduje se změnami (počet obyvatel a náklady za likvidaci komunálního odpadu pro daný rok), které od stanovení sazby poplatku proběhly a jsou součástí výpočtu sazby. Nedochází tak k naplnění regulační funkce, což do jisté míry může ovlivnit relativně příznivý vývoj celkových místních poplatků jako stálého zdroje příjmů.Z výchozích dat finanční analýzy obce Hořice na Šumavě autorka vyvozuje závěr, že obec hospodaří funkčně a efektivně.

Abstract:

Abstract The bachelor thesis using financial analysis evaluates the financial economy of the selected territorially self-governing complex in the monitored period 2013–2016. The analysis is performed based on evaluation and comparison of economic data of the chosen municipality Hořice in Šumava. The authoress has used appropriate indicators which are clearly expressing possible problems areas of financial management of the municipality. The analysis of the revenue and expenditure part of the budget has revealed that the municipality is able to cover their expenses and smaller investment from their revenues without direct transfer assistance. The municipality gradually stabilizes the rate of indebtedness and improves liquidity options. The authoress has analyzed the revenue part ofthe budget with a strong focus on subsidies and local fees as revenue sources which can be partially influenced by the municipality.Provided subsidies are effective source for realization of extensively investments. The authoress very positive evaluates amount of yearly received subsidies and ability of the municipality to effectively process and use gained subsidies. During the analysis of the local fees was found that rate of the fee for disposal of municipal waste does not respond to changes (population and costs for disposal of municipal waste per year) which have taken place since setting the rate of the fee and are part of the rate calculation. The regulatory function is not fulfilled which can to some extent affect relatively favorable developments of total local fees as a permanent revenue sources.The authoress infer from the initial data of the financial analysis of the municipality Hořice in Šumava that the municipality manage functionally and efficiently.
