Cost-Benefit Analysis of Enhanced Landfill Mining concept for the Czech republic

Abstract:

Téměř polovina produkovaného komunálního odpadu v České republice se v dnešní době skládkuje a postupem času odpad degraduje. Pokud se pro komunální odpad odložený na skládkách nenajde využití, bude třeba rozsáhlých sanací představujících vysoké náklady. V komunálním odpadu se ale vyskytují cenné komodity, které lze vrátit do oběhu a tím zpomalit využívání primárních surovin, které jsou neobnovitelné. Koncept Enhanced Landfill Mining vedle získávání těchto materiálů nabízí také energetické využití komunálního odpadu, které může být v době vyšších cen energií velice profitabilní a vybízí k možnosti prodeje půdy za předpokladu, že se všechen odpad na skládce odstraní. Cílem práce bylo na základě cost-benefit analýzy vyhodnotit možnosti využití konceptu Enhanced Landfill Mining na skládkách komunálního odpadu v České republice a vytvořit perspektivu využití konceptu po roce 2030, kdy končí možnost ukládání jakýmkoliv způsobem využitelného odpadu na skládky. K dosažení cíle práce byly identifikovány jednotlivé náklady a přínosy, které byly následně převedeny na hotovostní toky. Na základě salda těchto hotovostních toků byly následně vypočteny ukazatele Čisté současné hodnoty (NPV) a Vnitřního výnosového procenta (IRR). Výsledné hodnoty těchto ukazatelů vykázaly hodnotu 210 miliard Kč ukazatele NPV a výši IRR v hodnotě 32,4 %. Nejsignifikantnějším přínosem bylo energetické využití, které tvořilo 85,3 % celkových příjmových hotovostních toků. Na základě těchto výsledků byla aplikace konceptu ELFM pro podmínky ČR posouzena jako profitabilní a přijatelná možnost pro odstranění komunálního odpadu ležícího po 107 skládkách v celé zemi a je zřejmé, že aplikování prvků tohoto konceptu se jeví jako profitabilní alternativa nakládání s komunálním odpadem v budoucnu.

Abstract:

Almost half of the municipal waste produced in the Czech Republic is currently being landfilled, and the waste degrades over time. If no use can be found for municipal waste deposited in landfills, extensive remediation will be required, resulting in high costs. However, there are valuable commodities in municipal waste that can be returned to circulation and thereby slow down the use of primary raw materials, which are non-renewable. In addition to obtaining these materials, the concept of Enhanced Landfill Mining also offers the energy use of municipal waste, which can be very profitable at a time of higher energy prices and encourages the possibility of selling land, provided that all waste is removed from the landfill. The aim of the thesis was to evaluate, based on a cost-benefit analysis, the possibilities of using the Enhanced Landfill Mining concept at municipal waste landfills in the Czech Republic and to create a perspective for the use of the concept after 2030, when the possibility of storing waste that can be used in any way in landfills ends. To achieve the goal of the work, individual costs and benefits were identified, which were subsequently converted into cash flows. Based on the balance of these cash flows, the Net Present Value (NPV) and Internal Rate of Return (IRR) indicators were subsequently calculated. The resulting values of these indicators showed a NPV value of CZK 210 billion and an IRR value of 32,4 %. The most significant contribution was energy use, which accounted for 85,3 % of total revenue cash flows. Based on these results, the application of the ELFM concept for the conditions of the Czech Republic was assessed as profitable and an acceptable option for the removal of municipal waste located in 107 landfills throughout the country, and it is clear that the application of elements of this concept appears to be a profitable alternative for managing municipal waste in the future.
