Financial intensity of public service

Abstract:

Práce se zabývá novým instrumentem v oblasti sociálních dávek - veřejnou službou. V rámci teoretické části ji popisuje, podrobně analyzuje a zasazuje do celkového systémového kontextu. V jeho rámci popisuje aktivní politiku zaměstnanosti a roli úřadů práce v tomto procesu, dále se věnuje popisu systému a způsobu poskytování sociálních dávek a jako interakci obou těchto oblastí pak uvádí veřejnou službu jako nástroj aktivizace klientů ke zvýšení zásluhovosti při vyplácení sociálních dávek. Na příkladech vyčísluje finanční náročnost. V rámci praktické části pak na příkladu Magistrátu města Olomouce podrobně rozebírá a s využitím dostupných údajů za celou ČR pak analyzuje finanční náročnost veřejné služby ve srovnání s nástrojem aktivní politiky zaměstnanosti - veřejně prospěšnými pracemi. V závěru práce je vyslovena a potvrzena teze o vzájemné korelaci mezi nárůstem počtu nezaměstnaných a množstvím vyplácených dávek hmotné nouze. Je navržena i nová možnost využití veřejné služby v rámci tzv. příležitostné registrované práce jako případného nového nástroje aktivní politiky zaměstnanosti.

Abstract:

This work deals with the new instrument in the system of social benefits - the public service. Within the theoretical part the public service is being described, analyzed in detail and being put in the overall system context. Within the overall context this work describes the active politics of employment and the role of the labour offices in this process, the system and the way of providing the social benefits and as an interaction of this areas it states the public service as an instrument of activating the clients in order to increase their meritoriousness at the social benefits pay off. On the examples the work quantifies the financial demands of the public service. Within the practical part the work shows the example of the Olomouc city Hall and using the available data from the whole Czech Republic it gives a detailed analysis of the financial demands of public service in comparsion with the tool of active politics of employment - the community service. In the end of this work there is a thesis about the correlation between the increase of number of unemployed and the quantity of paid off social benefits being expressed and acknowledged. The work also suggests a new possibility of applying the public service within the so called temporary registration work as a new possible instrument of the active politics of employment.
