Direct elections of mayors - the future or impasse of Czech self-government?

Abstract:

Bakalářská práce se zabývá v České republice často diskutovaným tématem zavedení přímé volby starostů. Cílem práce je představit a utříbit roztříštěné zdroje k dané problematice a zjistit, zda by přímá volba starostů v ČR byla příslibem do budoucnosti nebo naopak slepou uličkou. Na problematiku je nahlíženo zejména z právního hlediska. Změna má řadu příznivců i odpůrců, jejichž argumenty jsou v práci představeny a podrobeny hlubší analýze. Přímá volba starostů je spojena s mnoha nadějemi, avšak na druhé straně stojí úskalí v podobě změny Ústavy ČR a množství zákonů. Náhled na situaci v zahraničí ukazuje, že řada pozitivních očekávání nebyla naplněna. Práce ukazuje systém přímé volby starostů na Slovensku, v Německu a v Rakousku.

Abstract:

This bachelor’s thesis deals with in the Czech Republic frequently discussed theme of the introduction of direct election of mayors. The aim is to present and organize fragmented sources on the issue and determine whether the direct election of mayors in the Czech Republic was the wave of the future or vice versa blind alley. The issue is seen particularly from a legal point of view. Change has many supporters and opponents, whose arguments are introduced and subjected to deeper analysis. Direct election of mayors is associated with many hopes, but on the other hand, there are pitfalls in the form of changing the Constitution and numerous laws. Preview the situation abroad shows that the numbers of positive expectations were not met. The work shows a system of direct election of mayors in the Slovak Republic, Germany and Austria.
