Comparison of Governement-Parliament relations in political systems in the countries of Visegrad four

Abstract:

Bakalářská práce se zabývá komparací vzájemného vztahu mezi výkonnou a zákonodárnou složkou moci v politických systémech zemí Visegrádské skupiny (Polsko, Česká republika, Maďarsko, Slovensko) po pádu železné opony a nastolení demokratického stylu vládnutí. V metodologické části je popsaná komparativní metoda výzkumu a objasněna teoretická východiska. Dále je popsáno časové a místní vymezení komparace a objasněna kritéria, na základě kterých bude srovnání probíhat. Konkrétně se jedná o způsob ustanovování vlád, možnost vyslovení důvěry či nedůvěry, kritérium rozpustitelnosti parlamentu, kritérium zákonodárné iniciativy či vyhlášení referend a kritérium kontrolní funkce parlamentu. V praktické části jsou tato kritéria zkoumaná ve dvou rovinách – teoretického ústavního nastavení a zavedené politické praxe. Bakalářská práce určuje ve kterém ze států je exekutiva favorizována před legislativou a jak se tyto vztahy vzájemně liší napříč zeměmi.

Abstract:

The bachelor thesis deals with the comparison of the interrelationship between executive and legislative power in the political systems of the Visegrad group (Poland, Czech Republic, Hungary, Slovakia) after the fall of Iron Curtain and subsequent establishment of democratic government. In the methodological part, the comparative method of the research is described. It also deals with the place as well as time demarcation of the comparison and the criteria are clarified. It specifically focuses on the way of establishing governments, the possibility of declaring confidence, the criterion of dissolving the Parliament, the criterion of legislative initiate or declaring referenda and the criterion of checking the work of government. In the practical part, these criteria are examined in two aspects. First one being constitutional order and the second, establishing of political practise. This bachelor thesis determines, in which of the states is executive power preferred over the legislative. It also deals with the fact how these relationships differ in the selected countries.
