The system of replacement family care for children in the Czech Republic and its conceptions of the family

Abstract:

Bakalářská práce se zabývá problematikou náhradní rodinné výchovy (dále jen NRV) v takové formě, v jaké je chápána v české legislativě, dokumentech Ministerstva práce a sociálních věcí (dále jen MPSV) a odborném diskurzu. Cílem práce je pomocí analýzy související legislativy, textů autorů a autorek z odborného diskurzu a klíčových dokumentů MPSV zmapovat, jaký koncept či koncepty rodiny jsou považovány za legitimní v kontextu institutů NRV a jaký koncept či koncepty rodiny se odrážejí v těchto institutech. Metodou použitou k analýze relevantních odborných textů je kvalitativní obsahová analýza. Samotná práce se snaží nalézt odpověď na otázky z jakých normativních představ o rodině a jejích funkcí vychází legislativa a odborný diskurz k NRV v ČR a jak se tyto představy o rodině a jejích funkcí odrážejí do definice spektra potenciálních žadatelů/žadatelek o některou z forem NRV. Teoretický rámec práce tvoří především škála různých sociologických konceptualizací rodiny a následně také koncept heteronormativity, a její reprodukce prostřednictvím nastavení jednotlivých forem NRV. Mimo jiné práce dospívá k závěru, že instituty NRV v ČR jsou silně provázány s určitou koncepcí rodiny a rodinného soužití, i když se tato koncepce mírně liší v důsledku toho, zda analyzujeme českou legislativu, dokumenty MPSV či odborný diskurz. Neliší se však dominující schéma, kterým je ve všech případech heteronormativita.

Abstract:

The bachelor thesis deals with the replacement family care for children in the Czech Republic in a form in which it is understand in the Czech legislation, documents of Ministry of Labour and Social Affair and professional discourse. The aim is to find out what concept or concepts of family are regarded as legitimate in the context of institutes of replacement family care in Czech Republic. And what concept or concepts of the family are reflected in these institutes. The method used to analyze the relevant scientific texts is qualitative content analysis. This thesis attempts to answer the question of what normative ideas about family and its functions is based on the legislation and the professional discourse of replacement family care in the Czech Republic. And how are these ideas about the family and its functions reflected in the definition of the spectrum of potential applicants for some form of replacement family care. The theoretical frame of this work mainly consists of different sociological conceptualization of the family and also the concept of heteronormativity (and its reproduction by setting various forms of replacement family care). The work concludes, among other things, that the NRV institutes in the Czech Republic are strongly linked to specific concepts of family and family life. These concepts are slightly different due to the documents analyzed, but the dominating scheme is in all cases heteronormativity.
