Electronization of public administration: an international comparative study

Abstract:

Tato práce se zabývá příčinami aktuálního postavení České republiky v oblasti e Governmentu. Pomocí srovnávací analýzy hledá rozdílné kroky, které učinila Česká republika a Estonsko v oblasti elektronizace veřejné správy, a které vedly k odlišnému vývoji e-Governmentu v obou zemích. Práce se zaměřuje na současnou úroveň a vývoj e Governmentu v obou zemích, tvorbu legislativního rámce a popis základních elektronických služeb. Hlavním zjištěním vyplývajícím ze srovnávací analýzy je, že oproti Estonsku neexistuje dlouhodobá politická vůle k podpoře e-Governmentu a naplnění stanovených cílů ve strategických dokumentech. Bez naplnění primárního předpokladu, kterým je politická vůle, je hledání dalších možností ke zlepšení úrovně elektronizace v České republice bezpředmětné.

Abstract:

This thesis deals with the reasons of the current position of the Czech Republic in the area of eGovernment. It uses a comparative analysis to look for the different steps taken by the Czech Republic and Estonia in the field of electronic public administration, which have led to the different development of eGovernment in these two countries. The thesis is focused on the current level and development of eGovernment in both countries, the development of the legislative framework and the description of basic e-services. The main finding arising from the comparative analysis is that, compared to Estonia, there is no long-term political will to promote eGovernment and fulfil the objectives set out in the strategic documents. Without the primary assumption of political will, the search for further options to improve the level of e-government in the Czech Republic is pointless.
