Abstract:

Diplomová práce se zabývá problematikou využití konceptu Cost-benefit analýzy při hodnocení investičních projektů v obci Kokory. Cílem této práce byla především aplikace této metody, na již realizované či plánované investiční projekty, které mají dopad na celou společnost a vyhodnotit, jestli realizace těchto investičních akcí byla efektivní či nikoliv. Práce je rozdělena na dvě části, teoretickou a praktickou. V teoretické části je věnována pozornost především veřejnému sektoru, municipálním účetním jednotkám a jejich hospodaření, finanční analýze a v neposlední řadě také nákladově užitkovým metodám. Praktická část zahrnuje finanční analýzu obce Kokory a implementaci Cost-benefit analýzy na vybrané investiční projekty obce. V rámci této analýzy je vždy vyhodnoceno, jestli projekty mají příznivý společenský efekt či nikoliv. Důležitou součástí práce je také stručný postup při implementaci Cost-benefit analýzy na budoucí investiční akce, který má být pro obec vzorem či případnou pomocí právě při aplikaci této metody.

Abstract:

The diploma thesis deals with the issue of the use of the concept of Cost-benefit analysis in the evaluation of investment projects in the municipality of Kokory. The im of this thesis was primarily to apply this method to already implemented or planned investments that have an impact on the whole community and to evaluate whether the implemetation of these investment actions was effective or not. The thesis is devided into two parts, theoretical and practical. In the theoretical part, attention is paid primarily to the public sector, municipal accounting units and their management, financial analysis and last but not least to Cost-beneft methods. The practical part includes the financial analysis of the municipality of Kokory and the implementation of the Cost-benefit analysis on selected investment projects of the municipality. As part of this analysis it is always assessed whether projects have a positive social effect or not. An important part of the work is also the concise procedure for the implementation of the Cost-benefit analysis for future investment actions, which is intended to be a model for the municipality or a possible help in the application of this method.
