Development of unemployment in region Semily in 2003-2013 in connection with active employment policy

Abstract:

Bakalářská práce se zaměřuje na vývoj nezaměstnanosti v okrese Semily v souvislosti s aktivní politikou zaměstnanosti a to především v letech 2003-2013. Cílem práce je analýza stavu nezaměstnanosti a zhodnocení účinnosti nástrojů aktivní politiky zaměstnanosti, které jsou využívány Úřadem práce v Semilech. Teoretická část je zaměřena na přiblížení základních pojmů týkajících se trhu práce, nezaměstnanosti a politiky zaměstnanosti. Analytická část nejprve obecně charakterizuje Liberecký kraj, ve kterém se okres Semily nachází. Další kapitoly už popisují okres Semily z obecného hlediska, demografického hlediska a z hlediska stavu nezaměstnanosti. Na tyto kapitoly navazuje popis a analýza aktivní politiky zaměstnanosti v okrese Semily, kde byla zjištěna neefektivita rekvalifikací v průběhu hospodářské krize. Poslední kapitola je zaměřená na velké hráče na trhu práce v okrese Semily. Mezi ně patří čtyři velké podniky, kterým se věnuje text podrobněji a hodnotí jejich situaci. Z analýzy je patrné, že velké podniky byly v době krize stabilní a tudíž problém s nedostatečnou zaměstnaností lze přiřadit malým a středním podnikům v okrese Semily.

Abstract:

This thesis focuses on the development of unemployment in the district Semily in the context of the active employment policy, especially in the years 2003-2013. The aim of the work is to analyze the state of unemployment and evaluate the effectiveness of active employment policy instruments that are used by the Labour Office in Semily. The theoretical part focuses on the knowledge of basic concepts relating to the labor market, unemployment and employment policy. The analytical part of the first generally characterizes the Liberec region in which the district is located Semily. Other chapters describe it Semily district in general terms, demographic point of view and in terms of unemployment. The chapters focus on the description and analysis of the active employment policy in the district Semily, where it was detected inefficiency retraining during the economic crisis. The last chapter is devoted to the big players in the labor market in the district Semily. These include four large companies, which are devoted to detailed text and evaluates their situation. The analysis shows that large businesses were stable during the crisis and therefore the problem of underemployment can be assigned to small and medium-sized enterprises in the district.
