Review of Municipal Budget Financing Problems

Abstract:

The aim of the diploma thesis is analysis and characterization of the town budget, overview of the budget economy for evaluation of Galanta town budget financing problems. The Thesis is divided into three chapters. In the first part we are dealing with characterization of the state budget which is directly conected with the budgets of regional parts and municipalities, so also with towns and villages. This chapter further defines the public sector and public administration as well as its fiscal decentralization. In the second chapter we are dealing with the municipality of Galanta town itself, its brief characterization, organizational division and chosen economical factors. In the last chapter we are focusing on evaluation and processing the results found during analysis of financing the municipality budget of Galanta for period of 2010-2013. In the conclusion of the Thesis we evaluate the problems of financing the budget of Galanta with a critical eye, and we suggest solutions to more effective use of financial resources.

Abstract:

Práca sa zaoberá analýzou a charakteristikou mestského rozpočtu, prehľadom rozpočtového hospodárenia a zhodnotením problémov financovania rozpočtu mesta Galanta. Diplomová práca je rozdelená do troch kapitol. V prvej časti sa zaoberáme vymedzením pojmu štátny rozpočet, ktorý priamo súvisí s rozpočtom územných celkov a samospráv, teda aj miest a obcí. Táto kapitola ďalej definuje verejný sektor a verejnú správu a jej fiškálnu decentralizáciu. V druhej kapitole sa zaoberáme samotnou samosprávou mesta Galanta, jej stručnou charakteristikou, organizačným členením a vybranými ekonomickými ukazovateľmi. V poslednej tretej kapitole sa zameriavame na vyhodnotenie a spracovanie výsledkov zistených pri analýze financovania mestského rozpočtu Galanty za obdobie rokov 2010 – 2013. V závere práce kritickým pohľadom zhodnocujeme problémy financovania rozpočtu mesta Galanta a navrhujeme riešenia k efektívnejšiemu využívaniu finančných prostriedkov.
