Impact of the general data protection regulation on the providing of public library and information services of regional libraries

Abstract:

Diplomová práce se zabývá dopadem obecného nařízení o ochraně osobních údajů (dále i obecné nařízení, nařízení či GDPR) na poskytování veřejných knihovnických a informačních služeb krajských knihoven. V úvodních kapitolách práce definuje základní pojmy z oblasti systému knihoven, knihovnických a informačních služeb, knihovních dokumentů, osobních údajů, a především popisuje samotné obecné nařízení o ochraně osobních údajů, jeho implementaci a ochranu osobních údajů v knihovnickém prostředí. Praktická část diplomové práce popisuje metodologii kvalitativního výzkumu, v rámci kterého se uskutečnily polostrukturované rozhovory se sedmi zástupci z oddělení služeb v krajských knihovnách. Cílem výzkumu je zjistit a interpretovat, jak ovlivnilo zavedení obecného nařízení o ochraně osobních údajů veřejné knihovnické a informační služby krajských knihoven. Následně práce předkládá interpretaci analyzovaných rozhovorů v kapitolách, které se věnují období před implementací obecného nařízení, období zavedení obecného nařízení a jeho implementace, období po jeho implementaci, a také poskytuje reflektivní pohled respondentů na celý proces změny až do dnešního stavu.

Abstract:

The diploma thesis deals with the impact of the General Regulation on the Protection of Personal Data on the provision of public library and information services by regional libraries. The opening chapters define basic terms in the field of the library system, library and information services, and library documents. Also, describe the General Data Protection Regulation itself, its implementation and the protection of personal data in the library environment. The practical part of the diploma thesis describes qualitative research methodology, in which semi-structured interviews were held with seven representatives from the service department in regional libraries. The research aims to find out and interpret how the introduction of the General Regulation on the Protection of Personal Data affected the public library and information services of regional libraries. Subsequently, the diploma thesis presents the interpretation of the analyzed interviews. Interpretation is divided into chapters devoted to the period before and after the implementation of the Regulation, the arrival of the Regulation and its implementation, and the reflective view of the respondents on the entire process of change up to the present state.
