Non-profit Organizations as Part of the Security System of the Czech Republic and their Activities in the Field of Crime Prevention

Abstract:

Tématem této závěrečné práce jsou neziskové organizace, které jsou součástí bezpečnostního systému ČR. Nejen proto, že jsou mnohé z nich odhodlány a připraveny svými silami a prostředky přispět k řešení jakýchkoliv mimořádných a pro společnost závažných událostí s neblahým dopadem, ale i proto, že mnoho jejich aktivit má preventivní charakter v oblasti kriminality. Tato práce je členěna do dvou částí – teoretické a empirické. V teoretické rovině je pozornost věnována neziskovému sektoru, bezpečnostnímu systému ČR, integrovanému záchrannému systému, neziskovým organizacím zaměřujícím se na primárně na ochranu obyvatelstva a humanitární pomoc, následně prevenci kriminality a neziskovým organizacím působícím v oblasti prevence kriminality. Teoretická část je zpracována především literární rešerší. Empirická část této práce je v první řadě zaměřena na interakci jednotlivce v nepříznivé sociální situaci a pracovníka neziskové organizace s cílem zhodnotit vliv této spolupráce na daného jedince. Je zde proveden kvalitativní výzkum prostřednictvím několika kazuistik. Kromě uvedeného se pak empirická část věnuje známé neziskové organizaci Člověku v tísni, o. p. s., jako jednomu z hlavních aktérů v systémových změnách v souvislosti se zadluženou společností s cílem poukázat na to, že neziskové organizace mnohdy ovlivňují i legislativní úroveň svými reálnými poznatky z praxe. V neposlední řadě je cílem diplomové práce poukázat na pozitivní roli neziskových organizací, které se svými aktivitami aktivně podílí na zajišťování bezpečnosti v zemi.

Abstract:

The topic of this thesis is non-profit organizations that are part of the security system of the Czech Republic. Not only because many of them are determined and ready to contribute with their forces and resources to the solution of any emergency and serious events with a bad impact on the society, but also because many of their activities are of a preventive nature in the field of crime. This thesis is divided into two parts - theoretical and empirical. In the theoretical part, attention is paid to the non-profit sector, the security system of the Czech Republic, the integrated rescue system, non-profit organizations focusing primarily on the protection of the population and humanitarian aid, followed by crime prevention and non-profit organizations working in the field of crime prevention. The theoretical part of the thesis is mainly based on a literature search. The empirical part of this thesis is primarily focused on the interaction between an individual in an unfavourable social situation and a worker of a non-profit organisation in order to evaluate the impact of this cooperation on the individual. Qualitative research is conducted through several case studies. In addition to the above, the empirical part focuses on the well-known non-profit organization People in Need as one of the main actors in systemic changes in the context of a debt-ridden society, with the aim of pointing out that non-profit organizations often influence the legislative level with their real-life insights. Last but not least, the thesis aims to highlight the positive role of non-profit organizations that actively participate in ensuring security in the country through their activities.
