The Reform of Public Administration as a Process of Decentraliozation in the Modern Democratic State

Abstract:

Tématem předkládané bakalářské práce je The Reforma veřejné správy jako proces decentralizace v moderním demokratickém státě. Cílem této práce je popsat současný stav veřejné správy v České republice a vysvětlit vývoj, který k tomuto stavu vedl. Je popsán vznik kajů v první fázi reformy. V druhé fázi pak zánik okresních úřadů a vznik obcí s rozšířenou působností. Ve třetí fázi pak zavádění moderních technologií do veřejné správy (eGovernment) a postavení zaměstnanců veřejné správy. V závěru bude reformní proces zhodnocen.

Abstract:

The theme of this bachelor thesis is the The Reform of Public Administration as a Process of Decentralization in the Modern Democratic State. The purpose is to describe the current situation of the public administration in Czech republic and to explain the evolution that lead to it. The creation of the administrative units is described in the first part of the reform. In the second part the thesis handles with the recall of the Local Offices and with the creation of the towns with higher competence. In the third part the eGovernment is described and also the status of the employees. At the end there is an evaluation of the process.
