Abstract:

Tato diplomová práce se zabývá analýzou Absence veřejno-politických priorit v deklaracích aktérů: případová studie kanálu Dunaj-Odra-Labe v rétorice Miloše Zemana. Pozornost je zaměřena konkrétně na projevy Miloše Zemana a jeho snahu ovlivnit nastolování politické agendy. Diplomová práce je rozdělena do dvou základních částí. V teoretické části práce je pozornost zaměřena na konceptualizaci moci a vlivu a také na rozdíl mezi pojetím veřejného a soukromého zájmu. V analytické části pak zkoumám, jak se Miloš Zeman snažil na různých politických úrovních nastolit problematiku výstavby kanálu Dunaj-Odra-Labe a jak se snažil ovlivňovat jednotlivé aktéry. Cílem této diplomové práce je odpovědět na otázku: Jakým způsobem může prezident ovlivnit nastolování agendy v rozhodovacím procesu o realizaci výstavby kanálu DOL.

Abstract:

This diploma thesis deals with the analysis of Absence of public-political priorities in the declarations of actors: a case study of the Danube-Oder-Labe canal in the rhetoric of Miloš Zeman. Attention is focused specifically on Miloš Zeman's speeches and his efforts to influence the establishment of a political agenda. The diploma thesis is divided into two basic parts. In the theoretical part of the work, attention is focused on the conceptualization of power and influence, and also on the difference between the conception of public and private interest. In the analytical part, I then examine how Miloš Zeman tried to raise the issue of the construction of the Danube-Odra-Labe canal at various political levels and how he tried to influence individual actors. The aim of this diploma thesis is to answer the question: In what way is the president able to influence agenda setting in the decision-making process regarding the realization of the construction of the DOL canal.
