Activities of the Department of Social Security and Workforce of the North Moravian Regional National Committee in Ostrava in the First Half of the 1960s

Abstract:

Cílem této diplomové práce je deskripce a analýza činnosti úseku sociálního zabezpečení odboru sociálních věcí a pracovních sil Severomoravského krajského národního výboru v Ostravě s ohledem na vymezení role sociální práce za pomocí analýzy souvisejícího procesu plánování a fungování náležících užších komisí tohoto úseku. Oblastně je výzkum zaměřen na město Ostravu, konkrétně v období 1. poloviny 60. let 20. století. Práce je rozčleněna do sedmi kapitol. První kapitola se věnuje metodologii výzkumu, v níž jsou popsány metody historického výzkumu, jeho strategie a cíle. Druhá kapitola uvádí do historie sociálního zabezpečení prostřednictvím popisu jeho vývoje. Třetí kapitola charakterizuje strukturu a spolupráce úseku sociálního zabezpečení odboru sociálních věcí a pracovních sil, na což navazuje kapitola čtvrtá poskytující přehled o jeho činnostech a fungování. Pátá kapitola se zabývá ročním a pětiletým plánem úseku sociálního zabezpečení. Šestá kapitola představuje jednání dávkové komise a komise sociální péče. Výsledky historického výzkumu této diplomové práce shrnuje kapitola sedmá. Primární prameny k této práci byly čerpány ze Zemského archivu v Opavě a zároveň doplňovány sekundárními zdroji z knihovny Ostravské univerzity.

Abstract:

The aim of this thesis is to describe and analyse the activities of the Department of Social Security and Workforce of the North Moravian Regional National Committee in Ostrava with regard to defining the role of social work by analysing the related planning process and functioning of the committees of this department. Regionally, the research is focused on the city Ostrava with the help of the related planning process and the committees of this department, specifically in the in the first half of the 1960's. The thesis is divided into seven chapters. The first chapter deals with the research methodology, which describes the methods of historical research, its strategies and objectives. The second chapter introduces the history of social security through a description of its development. The third chapter characterizes the structure and cooperation of the Department of Social Security and Workforce, which is followed by the fourth chapter, which provides an overview of its activities and functioning. The fifth chapter deals with the annual and five-year plan of the Department of Social Security. The six chapter presents the meetings of the benefits commission and the social care commission. The results of the historical research of this thesis are summarized in chapter seven. The primary sources for research were taken from The Provincial Archive in Opava and at the same time supplemented by secondary sources from library of the University of Ostrava.
