Abstract:

Předmětem diplomové práce Organizace trhu s elektřinou v kontextu energetické politiky EU je analýza designu trhu s elektřinou. V rámci diplomové práce je design trhu analyzován na základě Cílového modelu tvořeného Nařízeními FCA, CACM a EBGL a dále předpisy, které jsou součástí balíčku Čistá energie pro všechny Evropany (Zimní balíček). Cílem práce je jednak věnovat se designu trhu z hlediska integrace dlouhodobých, denních a vnitrodenních trhů s elektřinou a dále integrace trhů zajišťování výkonové rovnováhy v elektroenergetice. Dále je pak proces integrace jednotlivých trhů dán do souvislosti s předpisy Zimního balíčku a analyzovány nově zakotvené principy jednotlivých trhů zejména s ohledem na oblast integrace nových technologií do evropské elektrizační soustavy a tomu odpovídající změny v jeho nastavení. S ohledem na otázku zdrojové přiměřenosti a potenciálních příležitosti pro výrobce elektřiny je diskutována rovněž oblast kapacitních mechanismů a jejich nastavení. Analýza je realizována z pohledu elektroenergetického podniku – výrobce elektřiny, kdy jsou v závěrečné kapitole shrnuty implikace designu trhu s elektřinou na jejich fungování.

Abstract:

The Master´s Thesis Eletricity Market Design and EU Energy Policies analyzes the European electricity market design on the basis of the Target model formed by the FCA, CACM and EBGL Regulations as well as the regulations which are part of the Clean Energy for All Europeans Package (Winter Package). The aim of the Thesis is to analyse the market design in terms of integration of forward, day-ahead and intra-day electricity markets, as well as integration of balancing markets in the electricity sector. Furthermore, the process of integration of the European electricity markets is put in the context of the Winter Package and the newly established principles of the individual markets are analysed, especially with regard to the integration of new technologies into the European power system. Furthermore, there are discussed capacity mechanisms with respect to potential resource adequacy concerns and resulting opportunities for electric utilities. The analysis is realized from the perspective of the electric utility - segment electricity generation with the objective to evaluate the potential impact of the new legislation on their business operations and resulting business opportunities.
