The perception of corruption in public administration

Abstract:

Tato diplomová práce se zabývá problematikou vnímání korupce u dvou ústředních orgánů státní správy. Hlavním cílem je porovnat vnímání korupce na Ministerstvu školství, mládeže a tělovýchovy s Ministerstvem vnitra. Výsledky dotazníkového šetření poukázaly na několik významných rizik, jako například, že velká část respondentů využívá pravomocí svých známých, což může vést k zneužívání těchto vazeb. Je potřeba zlepšit ochranu oznamovatelů, neboť mnozí mají obavu korupční jednání oznámit. Nesmí docházet k dalším nevhodným úpravám zákona o státní službě, a naopak je důležité posilovat roli státní služby. Za významný sociální dopad korupce respondenti označují preferování nekompetentních úředníků či spřízněných osob. Polovina respondentů vnímá korupci v České republice za závažný problém, proto je nezbytné neustále pracovat na zdokonalování kontrolních mechanismů, aby bylo možné korupci snáze odhalovat a následně trestat. Korupce se však bude ve společnosti vyskytovat vždy, ale je nezbytné, aby byla vytvořena taková protikorupční opatření, která její výskyt budou co nejvíce eliminovat.

Abstract:

This thesis deals with the topic of the perception of the corruption in two central authorities of the government. The main goal is to compare the perception of the corruption at the Ministry of Education, Youth and Sports and the Ministry of the Interior of the Czech Republic. Results of the survey pointed out some significant risks – for example, significant number of respondents utilize the competencies of their acquaintances, which can lead to exploitation of these informal links. It is important to improve the protection of the potential whistleblowers, because many of them are afraid to report the corruption. Other ineligible adjustments of the Civil Service Act should be avoided and on the other hand the role of the Civil Service should be strengthen. As the significant social impact of the corruption the respondents mark the preference of incompetent civil servants or related persons. Half of the respondents perceives the corruption in the Czech Republic as the major issue – also for this reason it is necessary to continuously improve the control mechanisms, so the corruption can be easily revealed and then punish. The corruption will be always present among the society, but it is necessary to create such an anti-corruption measures, which will eliminate its presence as much as possible.
