The Counselling for the Unemployed in Job Centers

Abstract:

Ve své bakalářské práci se zabývám problematikou poskytování poradenských služeb nezaměstnaným osobám na českých úřadech práce. Tato práce má teoretický charakter, a proto věnuji větší pozornost vymezení pojmu poradenství, poradenským přístupům, cílům poradenství, poradenskému procesu, jeho jednotlivým fázím, druhům a formám poradenství a také typologii klientů. Pozornost je dále věnována pojmu a členění nezaměstnanosti, jejímu členění, v textu je vymezena osoba nezaměstnaného a popsány jsou otázky vlivu nezaměstnanosti na osobnost i společnost. V práci je uvedena stručná charakteristika skupin obyvatel, která je nejvíce ohrožena nezaměstnaností. Zabývám se také důsledky nezaměstnanosti a potřebami, které v této souvislosti mají nezaměstnané osoby a otázkou motivace k práci. Dále věnuji pozornost možnostem, které v současné době mají české úřady práce (z hlediska poradenství) k dispozici, a které v rámci své pravomoci využívají při práci s nezaměstnanou populací. Poradenské služby úřadů práce rozlišuji podle kritéria počtu klientů na poradenské služby individuální a skupinové. V souvislosti s nezaměstnaností je v práci zmíněna důležitost poradenství i jako forma prevence nezaměstnanosti, resp. dlouhodobé nezaměstnanosti. Na závěr se zmiňuji (jen okrajově) o dalších nástrojích aktivní politiky zaměstnanosti, jež úřady práce využívají pro zlepšení situace uchazečů o zaměstnání na trhu práce.

Abstract:

In my bachelor paper I deal with the broad issue of providing the unemployed with counselling services at Czech employment agencies. This work bears mostly a theoretical character, therefore I pay greater attention to definition of the conception of the counselling itself, counselling approaches and its goals, counselling process and its particular stages, types and forms of counselling, as well as to the typology of clients. Attention is further devoted to the conception and structuring of unemployment. The text qualifies the person unemployed and brings in a question of a possible influence of unemployment on both individual and society. The paper contains a brief characterization of the group of citizens which is placed in jeopardy the most often. I also inquire into the consequences of unemployment and related needs concerning the unemployed clients, and their motivation for work. Furthermore, I occupy myself with possibilities and options that Czech employment agencies keep at their disposal (in terms of counselling), and that they, within the jurisdiction, use during the course of dealing with the unemployed part of population. On the basis of the number of clientele, I divide counselling services offered by employment agencies into individual and group services. In relation to the unemployment, the importance of counselling is highlighted also as a prevention of the unemployment, or more precisely of the long-lasting unemployment. At the conclusion I mention (only marginally) further tools of active policy of unemployment that employment agencies put to use in order to improve the life-situation of job applicants in the field of labour market.
