Electronization of healthcare in the South-Moravian region

Abstract:

Tato bakalářská práce se zabývá popisem současného procesu elektronizace zdravotnictví v Jihomoravském kraji (JMK). Hlavním cílem je identifikace současného stavu elektronizace zdravotnictví v JMK. Dílčím cílem je tak identifikace současné úrovně elektronizace v nemocnicích zřizovaných JMK a nastínění, jak je problematika eHealth vnímána z pohledu zástupců těchto zařízení. Pro dosažení těchto cílů byla provedena obsahová analýza strategických dokumentů ČR a JMK a poté byl proveden kvalitativní výzkum za použití polostrukturovaných rozhovorů s vybranými stakeholdery. Jako hlavní bariéry elektronizace zdravotnictví byly označeny náročná motivace a vzdělávání zdravotních odborníků, vysoké finanční náklady, bezpečnost, roztříštěnost zřizovatelů zdravotnických zařízení a nedostatečné nastavení pravidel od státu. Ústředním projektem elektronizace zdravotnictví v JMK je aktuálně projekt eHealth, který umožnil sdílení zdravotnické dokumentace mezi všemi nemocnicemi v kraji. Obecně lze však řízení procesu elektronizace od státu a JMK označit za nedostatečné. Strategické plány v oblasti elektronizace zdravotnictví JMK jsou však do určité míry průběžně úspěšně naplňovány.

Abstract:

This bachelor thesis focuses on describing the current process of healthcare electronization in the South Moravian Region (SMR). The main objective is to identify the current state of healthcare electronization in SMR. A subsidiary objective is to identify the current level of electronization in hospitals established by SMR and to outline how the eHealth issue is perceived from the perspective of representatives of these facilities. To achieve these goals, a content analysis of strategic documents of the Czech Republic and SMR was conducted, followed by qualitative research using semi-structured interviews with selected stakeholders. The main barriers to healthcare electronization identified were low motivation and demand of education of healthcare professionals, high financial costs, security, fragmentation of healthcare facility founders, and inadequate setting of rules by the state. The central project of healthcare electronization in SMR is currently the eHealth project, which enables the sharing of medical documentation among all hospitals in the region. However, the management of the electronization process by both the state and SMR can generally be described as inadequate. Nevertheless, the strategic plans from the SRJMK 2021+ document are being partially and continuously successfully implemented.
