The Integration of People with Physical Disabilities in PRC, with focus on Hong Kong

Abstract:

The topic of integration of people with physical and other disabilities into Chinese society has many specifics and it is often considered a taboo subject in China. The attitude of Chinese society towards people with disabilities is considerably different from the attitude in Western societies. This is due to the historical context, social standards and also religiosity of Chinese people. In China, the historical perception of disabled people has many negative features therefore individuals with disabilities can often be isolated from the majority. Scientific studies regarding the field of disabled people and their intergration into Chinese society were neglected by the authorities in the past. It was only after China stared to open up to the Western world and implement proper social and economic policies that more attention was given to the people with disabilites. This had happened in People's Republic of China (PRC) from the late 1970s. In recent years, PRC has started to notice the urgent need for support of people with disabilities and started to take responsibility for this issue by establishing various policies and regultions. Chinese political system is unique in its ability to quickly implement solutions of crucial problems acting in state’s best interest. In recent years we can also see an increse of academic literature related to this topic .In this academic literature, such topics are addressed in more pragmatic and rational manner than in the past. On the other hand, the strong role of confucianism, budhism and taoism in Chinese culture can be felt when reading these academic works regarding people with disabilities. The goal of my work was to define the theoretical understanding of disability spread in Chinese society. I also tried to outline the situation of people with disabilities in China. My work mostly focused on students, with particular emphasis on Hong Kong. The work was built on a presumption of different situations between disabled people in Hong Kong and disabled people living in other PRC´s regions. The results of this work are based on practical experiences of disabled people who live in Hong Kong. The data were collected by survey and some other published interwievs. My work can be used as a resource for further research of disability in Chinese society, specifically in Hong Kong. At the end of this work I tried to provide information for students with disabilities who would be interested in studying in Hong Kong.

Abstract:

Téma integrácie ľudí s telesným, alebo iným zdravotným handicapom má v čínskej spoločnosti veľmi špecifické postavenie a býva často tabuizovaná. Postoj čínskej kultúry k osobám s handicapom sa vďaka historickému kontextu, spoločenským normám a religiozite značne odlišuje od postoja západných kultúr. Historický postoj voči osobám s postihnutím je vo všeobecnosti negatívny, čo vytvára pre jednotlivcov s postihnutím izoláciu od spoločnosti. Štúdie postihnutia a ľudí s postihnutím prešli v Číne dlhými rokmi prehliadania. Väčšia pozornosť ľuďom s postihnutím sa začala venovať až v spojitosti s ekonomickými zmenami, otváraním sa západnému svetu a spoločenskými zmenami, ktoré ČĽR odštartovala na konci sedemdesiatych rokov. V súčasnosti už vláda ČĽR začína vnímať urgentnú potrebu podporovať ľudí s postihnutím a preberať zodpovednosť za tento problém. Zavádza zákony a regulácie. Jedinečnosť čínskeho politického systému vo všeobecnosti spočíva v tom, že dokáže veľmi rýchlo nasmerovať svoje priority k riešeniu problematiky v záujme štátu. V súčasnosti môžeme vidieť hlavne nárast odbornej literatúry, ktorá sa zaoberá témou postihnutia, vyznačuje sa oveľa racionálnejším a pragmatickým postojom. Mnoho prípadov však stále dokazuje, že čínska kultúra známa dominantným postavením konfucianizmu ovplyvnená budhizmom a taoizmom v zásade veľmi subjektívne ovplyvňuje myšlienky autorov a ich postoj k postihnutiu. Cieľom práce bude charakterizovať teoretické poznatky o postihnutí v čínskej spoločnosti, predostrieť situáciu handicapovaných ľudí, konkrétne študentov so špecifickým zameraním na Hong Kong. Práca bude postavená na dokazovaní predpokladu odlišnosti situácie handicapovaných v Hong Kongu a iných oblastiach ČĽR. Výsledky sú zhrnutím praktických skúseností handicapovaných osôb v Hong Kongu, ktoré budú získané na základe dotazníka a niektorých publikovaných rozhovorov. Práca by mohla poslúžiť ako základ pre ďalší, podrobnejší výskum v oblasti handicapovaných v čínskej spoločnosti, konkrétnejšie v Hong Kongu. V závere práce sa pokúsim poskytnúť informácie pre študentov s handicapom, ktorí by mali záujem študovať v Hong Kongu.
