Methodology of Fire Investigations

Abstract:

Požáry všeobecně můžeme považovat za jednu z nejobtížnějších mimořádných událostí z pohledu vyšetřovatele požáru Hasičského záchranného sboru ČR. Požáry patří mezi obtížně vyšetřovatelné mimořádné události. Požáry vznikají z různých příčin, nicméně z převážné části se jedná o požáry z důvodu nedbalostního či úmyslného založení. Mohou vznikat z různých příčin ale také z nedbalosti či úmyslného založení. Vzhledem k tomu, že stopy mohou být zničeny již na počátku například výbuchem, případně působením vysokých teplot během hoření, je vyšetřování značně náročné a vyžaduje dobrou organizaci a plánování. Zásadní vliv na průběh vyšetřování požáru má činnost jednotek požární ochrany na místě zásahu, v tomto případě na místě požáru. Velitel zásahu, ať se jedná o velitele dobrovolné jednotky požární ochrany nebo o velitele jednotky HZS kraje zásadním způsobem může ovlivnit průběh a výsledek vyšetřování požáru. Cílem této práce je získání komplexního přehledu o procesu vyšetřování požárů včetně rozboru spolupráce složek IZS a vyšetřovatele požáru.

Abstract:

Fires can generally be considered one of the most challenging emergency events from the perspective of a fire investigator in the Czech Republic Fire Rescue Service. Fires are among the difficult extraordinary events to investigate. Fires can originate from various causes, but mostly they are due to negligence or intentional ignition. They can arise from different causes as well as negligence or intentional ignition. Since traces can be destroyed at the beginning, for example, by an explosion or by high temperatures during the fire, the investigation is extremely demanding and requires good organization and planning. The activity of firefighting units at the site of intervention, in this case, at the site of the fire, has a significant impact on the course of the fire investigation. The commander of the intervention, whether it is the commander of the voluntary firefighting unit or the commander of the regional Fire Rescue Service unit, can significantly influence the course and outcome of the fire investigation. The aim of this work is to obtain a comprehensive overview of the fire investigation process, including an analysis of the cooperation between the Emergency Medical Services components and the fire investigator.
