The Role of the European Union on Anchoring of Democracy in Bosnia and Herzegovina

Abstract:

Bakalářská práce se zabývá angažovaností EU v otázce demokratizace Bosny a Hercegoviny v období 2003-2014. Tento postupný přechod k demokracii je zpracován formou kvalitativního výzkumu, kde je sledován vztah mezi podněty ze strany EU a výstupy, které se projevily na konkrétních ukazatelích demokracie ve vybraném období. V této jedno-případové studii je vzhledem k limitovanému rozsahu podrobnější pozornost věnována pouze dvěma aspektům: 1) zásahy Vysokého představitele pro Bosnu a Hercegovinu 2) objem financí skrze programy CARDS, IPA a IPA II. Práce si klade za cíl posoudit míru angažovanosti Evropské unie při budování demokracie v Bosně a Hercegovině v průběhu let a vyjmenovat konkrétní nástroje, kterými se EU v tomto regionu realizovala. Studie neopomíjí ani historické ukotvení, veřejnou podporu vstupu do EU, definici demokracie včetně teoretických východisek, míru motivace Bosny a Hercegoviny usilovat o vstup do Evropské unie, etnické napětí v regionu a další.

Abstract:

The bachelor thesis deals with the engagement of the EU in the matter of democratization of Bosnia and Herzegovina in the period between 2003 and 2014. This gradual transition to democracy is processed in form of a qualitative research, where the relationship between the inputs from the side of the EU and the outputs that have been translated into the concrete indicators of democracy is being studied in the given period. The focus of this one-case study is centered only two aspects due to its limited scope and these are 1) the interceptions of the High Representative for Bosnia and Herzegovina 2) the volume of financial support via CARDS, IPA, IPA II programs. This thesis sets an aim to assess the extent to which the European Union is engaged in the building of democracy in Bosnia and Herzegovina in the course of the years and to name the concrete tools by which the EU realize its potential in this region. This study also does not omit the historical anchorage, public support of the entry into the EU, definition of democracy including the theoretical basis, extent to which Bosnia and Herzegovina is motivated to attempt to enter the EU, ethnical tensions in the region and others.
