Administrative cost of the public procurement for selected central government authorities

Abstract:

Cílem této bakalářské práce je analyzovat transakční náklady zadávání veřejných zakázek mezi orgány centrální statní správy v rámci České republiky a navrhnout směry řešení zjištěných problémů. Práce se skládá ze čtyř teoretických kapitol a páté analytické části, vycházející z praktického šetření šesti ústředních orgánů státní správy za období 2012. V závěrech jsou vyčísleny transakční náklady jak v absolutní hodnotě, tak poměrové, vzhledem k objemu zadaných zakázek. Na úseku legislativy se doporučují konkrétní opatření směřující k úspoře administrativních nákladů a žádoucímu zvyšování kvalifikace pracovníků veřejného zadavatele.

Abstract:

The aim of this bachelor's thesis is to analyse transaction costs of public procurement among the central government institutions of the Czech Republic, and to offer solutions of the problems found. This paper consists of four theoretical parts. The fifth chapter focuses on analysis of the practical investigation on the basis of six government authorities for the year 2012. The conclusion projects transaction costs expressed in absolute and percentage value based on a volume of contracts awarded. In the area of legislation, the thesis suggests specific steps towards savings in administrative costs and upgrading the qualification of employees of the contracting authority.
