An active attacker in the context of a security system

Abstract:

Diplomová práce se zabývá problematikou mimořádných událostí typu „aktivní útočník“. V teoretické části je na pozadí bezpečnostního systému České republiky vymezena problematika útoků aktivních útočníků. Jsou zde uvedeny některé legislativní a jiné dokumenty, které upravují činnost jednotlivých složek integrovaného záchranného systému v souvislosti s danou problematikou a jsou zde vymezeny hlavní subjekty, zajišťující bezpečnost České republiky. Teoretická zjištění o dané problematice jsou propojena s praktickou částí, tvořenou zúčastněným pozorováním a rozhovory s odborníky z řad Policie České republiky. Studie vede ke zjištění, jak Policie České republiky řeší mimořádné události typu „aktivní útočník“ a jak se na tyto události připravuje a dále jaká jsou specifika útoků aktivních útočníků. Výsledkem jsou navrhovaná doporučení na úrovni bezpečnostního systému státu, vedoucí ke snížení negativních dopadů na životy a zdraví osob v místě těchto mimořádných událostí.

Abstract:

The diploma thesis deals with the issue of extraordinary situations of the "active attacker" type. In the theoretical part, the issue of attacks by active attackers is defined against the background of the security system of the Czech Republic. Some legislative and other documents are listed here, which regulate the activities of the individual components of the integrated rescue system in connection with the given issue, and the main entities ensuring the safety of the Czech Republic are defined here. Theoretical findings on the issue are connected with the practical part, consisting of participant observation and interviews with experts from the Police of the Czech Republic. The study leads to finding out how the Police of the Czech Republic deals with extraordinary events of the "active attacker" type and how it prepares for these events, as well as what are the specifics of attacks by active attackers. The result is draft recommendations at the level of the state's security system, leading to the reduction of negative impacts on the lives and health of people at the site of these extraordinary events.
