Evaluation of the Slovenian Pension System between 1992 and 2022

Abstract:

Tato bakalářská práce se zabývá zhodnocením slovinského důchodového systému mezi lety 1992 a 2022. Teoretická část práce rozebírá problematiku teorie důchodových systému. V rámci toho rozebírá jejich financování, ideologické rámce a pilířový princip. Následně do teorie důchodových systémů zasazuje slovinský důchodový systém, popisuje jeho historii a proběhlé reformy ve zkoumaném období. Navazující praktická část dále analyzuje demografický vývoj v rámci vybraných ukazatelů ve Slovinsku v rámci zkoumaného období a komparuje ho s vybranými zeměmi. Na základě toho dochází k závěru, že ve Slovinsku, stejně jako ve všech ostatních ekonomicky vyspělých zemích, dochází k dlouhodobému stárnutí populace. Tento demografický jev vytváří výzvu nejen pro Slovinský důchodový systém, jakými nástroji kompenzovat klesající podíl ekonomicky aktivního obyvatelstva. V návaznosti jsou v praktické části rozebrány jednotlivé pilíře slovinského důchodového systému. Tento rozbor je prováděn zejména v kontextu udržitelnosti financování a úrovní penzí, které dokázal dříve zajistit pouze první pilíř. Tímto rozborem byla potvrzena hypotéza, že v současném nastavení systém není udržitelný a vykazuje dlouhodobé rozpočtové schodky prvního pilíře. Jsou tedy na místě reformní kroky, které praktická část vyvozuje v podobě možných doporučení.

Abstract:

This bachelor's thesis focuses on the evaluation of the Slovenian pension system between the years 1992 and 2022. The theoretical part of the thesis delves into the issues related to the theory of pension systems. Within this context, it examines financing, ideological frameworks, and pillar principles of pension systems. Subsequently, it contextualizes the Slovenian pension system within the theory of pension systems, describing its history and reforms undertaken during the observed period. The practical part further analyses the demographic trends based on selected indicators in Slovenia over the examined period and compares them with chosen countries. This analysis leads to the conclusion that Slovenia, like other economically developed nations, is experiencing a long-term aging of its population. This demographic phenomenon poses a challenge not only for the Slovenian pension system but also in terms of devising strategies to compensate for the declining share of the economically active population. Following this, the practical part examines the individual pillars of the Slovenian pension system. This examination is particularly conducted in the context of sustainability of financing and pension levels, which previously only the first pillar could ensure. Through this analysis, the hypothesis that the current system is unsustainable and is leading to long-term budget deficits of the first pillar is confirmed. This indicates the need for reform measures, that the practical part derives potential recommendations from this analysis.
