Populist political parties and the quality of democracy in Central Europe

Abstract:

Cílem bakalářské práce je objasnit působení politiky populistických stran na kvalitu liberálně demokratických systémů v konkrétních případech Polska a Maďarska. Důraz je kladen na prosazování vládní agendy populistických stran a její vliv na integrální prvky moderních demokratických systémů, jako je autonomie soudní moci, nezávislost mediální sféry či respekt k lidským právům a svobodám. V první části práce je rozebírán koncept populismu, včetně formulace základních definičních znaků, a především pak vztah populismu k demokracii, zahrnující jejich společná i protichůdná východiska. V rámci analýzy jednotlivých států bude nejdříve stručně nastíněn politický kontext a představena hlavní programová východiska vládnoucích populistických stran. Rozbor vládnutí se bude zaměřovat na případy, kdy prosazovaná legislativa populistických vlád atakovala nastavené institucionální bariéry, zabraňující převážení většinového principu v politice.

Abstract:

The aim of the bachelor thesis is focused on explaining the influence of policies of populist political parties on quality of liberal democratic systems in case of Poland and Hungary. The emphasis is put on advancing populist policies and their impact on integral principles of modern democratic systems, such as judiciary autonomy, media independency or respect for human rights and freedoms. In the first part of a the thesis, there will be examined a concept of populism, inclusive of fundamental definitional elements, and foremost a relationship between populism and democracy, including their common and contradictory basis. In the analytical part, at first there will be outlined a general political context and main programmatic bases of governing populist parties. The analysis will be concentrated on cases of enforced legislature of populist governments, attacking defined institutional framework, preventing the misuse of majoritarian rule in politics.
