Abstract:

Etika a etické kodexy ve veřejné správě nejsou často diskutovaným tématem. Zjištění jejich stavu na úřadech veřejné správy musí tedy začít definicí veřejné správy a přiblížením konkrétních úřadů, stejně tak, jako vysvětlení pojmů etika a etické kodexy, popřípadě jejich důležitost. Zákon o etických kodexech ve veřejné správě dále stanoví, co by úřady konkrétních obcí měly mít vyhotovené. Cílem práce je zjištění stavu a dodržování etických kodexů na úřadech veřejné správy. Na webových stránkách zvolených úřadů by měly být etické kodexy. Tyto budou porovnány, popřípadě bude zdůrazněna jejich absence. Dotazníkové šetření přímo na zvolených úřadech prověří úroveň znalosti, jak se etický kodex používá a problémy z nedodržení. Bude tedy zjištěno, jak důležitou součástí veřejné správy etika a etické kodexy jsou a jejich stav.

Abstract:

Ethics and codes of ethics within public administration are not the most commonly discussed topics. Unearthing their state in public administration departments has to start by defining public administration itself and taking a closer look at few specific departments, just as explaining the concept of ethics and codes of ethics and their importance. The law about codes of ethics in public administration specifies what exactly the departments of specified municipalities should draw out. The work's goal is determining the state and observance of codes of ethics in public administration departments. Those should have their specific codes of ethics on their websites. The codes will be compared if present, if not, their absence will be pointed out instead. By completing questionnaires on the selected departments of public administration, it will be revealed how relevant codes of ethics are and penalties that come with their negligence. Ultimately, it will be determined just how important parts of public administration codes of ethics truly are and their general state.
