Opportunities and risks of granting authority's measures to avoid conflict of interest on the specific example of a granting authority

Abstract:

Tématem diplomové práce je řízení příležitostí a rizik se zaměřením na řešení možného střetu zájmů při poskytování dotací. Cílem práce je zpracovat případovou studii na toto téma u vybraného poskytovatele dotací a na základě provedeného šetření navrhnout doporučení. V rámci případové studie byly analyzovány vnitřní předpisy poskytovatele podpory a jeho požadavky na provádění řízení příležitostí a rizik zejména ve vztahu ke střetu zájmů. Následně byly zkoumány praktické postupy u zvoleného dotačního programu, a to prostřednictvím analýzy interního dotačního manuálu a provedených expertních rozhovorů. Výsledky byly poté komparovány. Součástí případové studie je i návrh analýzy příležitostí a rizik ve vztahu ke střetu zájmů. Na základě získaných výsledků a provedených rozhovorů byla formulována doporučení ke zlepšení. Výzkum byl proveden kvalitativním způsobem.

Abstract:

The diploma thesis focuses on opportunity and risk management in relation to the issue of potential conflict of interest in the process of subsidy granting. The aim of the thesis is to prepare a case study on this topic for a selected granting authority and to propose recommendations. The internal regulations of the granting authority and its requirements for the implementation of opportunity and risk management were analyzed in the case study, particularly in relation to conflict of interest. The case study also examined real processes of the selected grant programme through the analysis of the internal grant manual and expert interviews. Subsequently, the results were compared. The case study also includes a draft analysis of opportunities and risks in relation to conflicts of interest. Based on the results obtained and the interviews conducted, recommendations for improvement were formulated. The research was conducted in a qualitative manner.
